The draft Haj Policy 2018-22 has proposed the abolishing of Haj subsidy and allowing women above the age of forty-five to travel without a Mehram in a group of atleast 4 women. The proposed policy was submitted to the Union Minority Affairs Minister Mukhtar Abbas Naqvi on Saturday.According to the proposed policy, the committee has suggested to abolish the subsidy provided to Muslims traveling for Haj. Moreover, the policy also suggests to allow Muslim women above the age of 45 to go for Haj without a Mehram (a Mehram is a male member of the family to whom the woman can never marry, i.e., father, son and brother). Women in groups of four atleast and above the age of 45 years will now be allowed to travel to Haj.The drafting committee that was headed by former secretary Afzal Amanullah has also recommended to reduce the number of embarkation points (EPs) from 21 to 9. Embarkation points are places from where pilgrims used to take flights for Saudi Arabia. The functioning EPs will be in Delhi, Lucknow, Kolkata, Ahmedabad, Mumbai, Chennai, Hyderabad, Bengaluru and Kochi. The committee has also recommended building of Haj houses in these EPs.Naqvi while speaking to PTI on the same said, "A constitutional bench of the Supreme Court had, during the Congress regime in 2012, directed that the Haj subsidy be done away with. Hence, in the new policy, as per the recommendations of a committee, we have decided to do away with the Haj subsidy gradually." The minister stressed that the money will be instead spent on empowering the Muslim community.Apart from abolishing Haj subsidy and allowing Muslim women above the age fof 45 to travel without a Mehram, the committe has made several other recommendations. The committee recommended that coupons for 'Adahi' (sacrifice of animals) should be made compulsory for all the Muslims. The committee also recommended to increase the quota of Mehram from 200 to 500. Besides that it was also proposed that the quota for Jammu and Kashmir pilgrims be increased from 1,500 to 2,000.One of the most notable recommendations of the committee is the distribution of the Haj quota between Haj Committee of India and private tour operators in the ratio of 70:30 for the next five years. The private tour operators are expected to make transactions through bank in order to ensure transparency in the process. The recommendations also took into account the extension of 'Umra' and 'Ziyarat' to Syria, Iran Iraq and Jordan and ascertaining willingness of Saudi Arabia to the proposal of transportation of pilgrims by ship for the pilgrimage."EPs are being reduced keeping in mind ship journeys. It proposes inviting global expressions of interest from vessel owners having a capacity of 4,000 plus passengers... Mentioning the bad impacts of Demonetisation and GST on the economy, Maulana Syed Jalaluddin Umari, president of the Jamaat while addressing a monthly press conference at its HQRS in New Delhi on Saturday said:“NDA govt appears to be clueless and undecided about the measures it needs to adopt for addressing the challenge. The policies of the government are largely to be blamed for country’s economic woes. However the case of national anthem is different and its singing should not be problematic. However Jamaat is against this mentality of suspecting the patriotism of certain sections of the minority community. Facing severe criticism over the implementation of GST, Govt has announced a slew of measures to ease the concerns of traders, exporters and small business while slashing the rates on 27 items of common consumption, including roti, khakra, namkeens, stationery, man-made yarn -- with most of them brought to five per cent category.GST Council on Friday raised the threshold limit for Composition Scheme to Rs 1 crore and allowed quarterly return filing for traders having Rs 1.5 crore turnover to ease the tax filing for small traders."Traders having Rs 1.5 crore turnover, which are approximately 90% of assessees outside Composition Scheme, can now file quarterly return," Finance Minister Arun Jaitley said after the Council's 22nd meeting here, coming two days after PM Narendra Modi promised to remove the shortcoming in the new indirect tax regime and to ease woes of traders.IANS

BMS also said that the BJP-led Union Govt should stop disinvestment in the public sector.Addressing a press conference after the conclusion of a two-day meeting of BMS office-bearers in Nagpur, its national general secretary Brijesh Upadhyay said organisation, along with other labourers’ associations, would take out a “Parliament March” on Nov.17 in New Delhi. Kerala Govt on Saturday rejected claims made by the Centre’s NIA that the Hadiya case – in which a Hindu woman was allegedly forced to convert to Islam and marry a Muslim man – was part of a pattern of religious conversions in the southern state, The Hindu reported.In an affidavit filed in the Supreme Court, the state Govt said the Kerala Police had been doing an efficient job investigating the Hadiya case till the Supreme Court intervened in August and transferred the investigation to the central agency. The Govt said the police inquiry did not reveal any offences that warranted an NIA investigation.The Kerala Police is competent to investigate such a case and would have reported to the Centre if they found any scheduled offence, the Govt said in its affidavit, according to ANI.The state also questioned the sudden transfer of the case to the NIA, according to The Hindu. Ahmedabad: Gulbarg Society, the site of one of the worst massacres on Feb.28, 2002, during the Gujarat riots, has now become a space for paid parking. The allegation has been made by a Gulbarg massacre survivor, Firoz Khan, who lost ten of his family in the riots. In his application of complaint, Khan has named another riot survivor from Gulbarg, Qasam Mansuri, who lost 19 members of his family. In Gulbarg, 69 people — including former Congress MP Ehsan Jafri — were killed in the 2002 riots.An air of horror still envelops the society. In deserted houses — such as bungalow 19 where Jafri used to live — the only sign of life is wild vegetation that slithers around charred walls. But in recent times, vehicles have been cruising into the compound after dark, according to Khan. He says that Mansuri illegally takes Rs 25,000 to Rs 30,000 per month to allow people to park in the society. Chennai:In a first, the Supreme Court has recorded reasons for clearing 6 of the 10 district judges recommended for elevation as judges of Madras HC, and said it rejected three others due to adverse IB report. The 3-judge collegium decision of the SC has been duly uploaded in the Supreme Court website, taking the transparency quotient of collegium proceedings to unprecedented levels.75-judge Madras high court has 53 judges now. An HC collegium headed by the then Chief Justice Sanjay Kishan Kaul had recommended 21 names.3 names found unsuitable for appointment are:V Vasudevan Nadathur, judicial member, I-T appellate tribunal, Kolkata; A Zakir Hussain, additional chief metropolitan magistrate, Egmore, Chennai; and K Arul, additional director, Tamil Nadu State Judicial Academy and officer on special duty, Madras HC. Meerut: Union home minister Rajnath Singh on Saturday said the police force in the 21st century could no longer be a "brute force" but would have to function as a "civilised" unit and consider less lethal solutions in carrying out policing tasks and in crowd control."There are situations when the police have to use force to tackle crowds and mobs but a lot of prudence is required in that. We are in the 21st century and the (police) force cannot be a brute force any longer but has to be a civilized one. The police, however, said they haven’t been able to verify the claim.“Ahmad Khan, a Manganiyar Muslim, used to make a living by playing songs on harmonium in Dantal village. On September 27, at about 10.30 pm, there was a jagran in a local temple and Ahmad went there for bhajan. However, the bhopa (exorcist) Ramesh Suthar, who was apparently drunk, kept telling Khan that he didn’t know how to play,” said Girdhar Singh, Sub Inspector, Phalsoond police station. “Khan was then allegedly assaulted by Suthar. Khan later died. But he was also a cardiac patient, so it is not clear if he died of a heart attack or from the assault,” he said, “It will be clearer once we get a report of his viscera.”“Initially, he was buried by members of his community and the village panchayat tried to address the dispute but the discussions remained inconclusive. Later, the family approached us and we lodged an FIR against Suthar and his brothers Tara Ram and Shyamlal under IPC sections 302 (murder), 323 (punishment for voluntarily causing hurt), as well as other sections,” SI said.“Manganiyars wanted the Rajputs to support them in lodging an FIR against members of the Suthar community. However, Rajputs didn’t agree, saying they have good relations with Suthars. Prima facie the Manganiyars left the village in protest,” Jaisalmer SP Gaurav Yadav said. “Some Manganiyar men claimed that some Rajput youths threatened them, but we haven’t been able to verify the claim yet. Famous for sandy river beaches, sprawling ashrams, temples, adventure sports and wildlife, Rishikesh is finding it hard to come to terms with the communal violence that gripped the town and adjoining areas after body of a 34-year-old man was found on tracks near Raiwala on 3 Oct. The residents of this quaint town are in a state of shock as they have never heard of such incidents ever being reported from this tourist hotspot. Scared to express their opinion publicly, many say that such incidents have become routine since BJP Govt came to power in Uttarakhand. For them, communal violence in Rishikesh is just a reminder of how right-wing groups have been emboldened by BJP's win in otherwise peaceful state. Meanwhile, police claimed that after two days of violence, normalcy has been restored while confirming that Section 144 still remains imposed in several parts of the town as a precautionary measure.The cycle of violence in Rishikesh, Uttarakhand, started on Thursday after state Assembly Speaker Premchand Aggarwal visited Raiwala police station to demand immediate arrest of those involved. According to reports, the police arrested the accused on Thursday, following which protestors belonging to right-wing groups gathered outside the police station seeking arrest of others.Sensing an opportunity to target the minority community, right-wing Hindu groups organised violent protests. This eventually led to several shops belonging to Muslims being vandalised. A few were even set ablaze.The situation soon spiralled out of control: violent protestors began pelting stones at shops belonging to Muslims. Two people from the community were injured in the process. On Friday, Hindu Vahini, an offshoot of Vishwa Hindu Parishad, went from one neighbourhood to the other, forcing businessmen to shut their shops.Late Thursday night, another shop belonging to a cloth merchant from the community was set on fire by unknown people.The situation remained tense on Friday amid reports of Muslim shop owners still facing the fury of right-wing groups. According to reports, a Muslim man, who had come to the wholesale mandi to sell his produce, was beaten up by a mob. He sustained injuries on his head and also had injuries on his stomach with a sharp weapon. He was admitted in the Govt hospital while two of his associates who were also beaten by the mob remain missing. Another shop of a local band party was also targeted and most of their musical instruments were destroyed.The situation remained tense on Saturday though police and district admin. claimed that normalcy has been restored. According to the police, the situation in the area became tense after Lakshman Singh was found dead on the railway tracks on the night of 3 Oct. Reports suggest that Singh, father of 3, was involved in an affair with the daughter of Islam, a poultry owner. Singh worked for Islam and when the latter came to know about their affair, he sacked Singh. But Singh continued to maintain relations with the daughter which infuriated Islam. Catch News

Noida: A mosque in Noida Sector 9 and an adjacent open space where Durga Puja is organised every year were at the centre of communal tension that erupted on Friday morning, after allegations that a trident placed on a havan kund recently built at the open space had been damaged.A group of VHP and Bajrang Dal activists claimed a puja was performed at the havan kund on Thursday night, but in the morning, they found the trident bent. Uma Nandan Kaushik, Noida head of VHP, said some miscreants were involved and sentiments had been hurt. "Police also removed a tent from the podium in the morning and people got angry," he said.People started gathering at the site 6am as word spread. Later, the group then used drums to draw the attention of local residents to the alleged vandalism. As tension started building, the activists also allegedly warned against offering Friday prayers being offered at the 27-year-old Chatai-wali mosque till a huge contingent of 200 police personnel rushed in to prevent any escalation. Chatai-wali mosque, which also houses a madrassa, is on a piece of land that belongs to Noida Authority. To the right of the mosque is a vacant space that is used for Durga Puja. This year, a permanent podium and a havan kund were built there. Mohammad Jamshed, president of masjid committee, said Muslims had no problem with the podium and had helped build it. "We also donated some money for the podium and decided for its common use. But members of some right-wing organisations later got involved and wanted to raise the podium's height to three feet and make it exclusive for Hindus. We objected to it and also informed the police and district administration," he said.Later in the day, Noida MLA Pankaj Singh visited the spot and performed a puja around 2.30pm. "There are some issues but that can't be resolved right now. We are for you. The decision by Kerala Govt to follow reservation norms in appointing priests from backward communities in temples under the Travancore Devaswom Board has been widely appreciated. The move, which is the first of its kind in Kerala, was termed as transformative and revolutionary when 36 candidates from Dalit and backward communities were shortlisted from 62 candidates. The move, however, exposed the intolerance of a sect of Brahmin community in the state when the shortlist was released on Thursday.A press release, issued by the Namboodiri Yogakshema Sabha, which is functioning for the welfare of Brahmins in the state, “the appointment of non-Brahmins as priests in these temples is against the tradition.”It was released in Thiruvananthapuram soon after the shortlist was published. The release demanded the Govt to return the temple to Brahmin community. “A majority of temples are with Devaswom boards or run by non-Brahmin organisations or trusts. If those in power are unable to maintain such tradition, they should return these temples to the Brahmin community,” the press release demanded.The organisation also warned agitation if temples are not handed over to the Brahmins. Darul Iftaa, of Darul Uloom Deoband termed the act as ‘un-Islamic’ and has directed Muslim women in the country to stay away from eyebrow plucking and hair-cutting.A Muslim man from Saharanpur had asked Daul Iftaa on Islamic laws about eyebrow trimming and hair-cutting. “Do Islamic laws allow my wife to go for eyebrow plucking and hair-cutting,” the man has sought to know from Darul Iftaa.In response to his query, the Darul Iftaa issued a fatwa saying that both the acts are ‘unIslamic’ and are banned under the Islamic laws. “If a Muslim woman is involved in such acts then she is violating Islamic laws,” said the Fatwa in Urdu.Darul Iftaa clarified that there are 10 acts, including eyebrow plucking and hair-cutting which are banned for Muslim women under Islam. “Hair adds to beauty of Muslim women and they should never get them cut, pointed the fatwa.
