The Supreme Court on Monday asked Union Govt to clarify if the blacklisting of 3,500 foreign nationals from 35 countries in connection with Tablighi Jamaat gathering amid the lockdown was a blanket directive or care was taken to hear and decide the merits of each case individually. “What we have here on record is a press note. It does not say notices were issued, orders were passed and action was taken on a case-to-case basis. We do not see any individual orders here. Please take instructions on the stand of Union of India”, Justice A.M. Khanwilkar addressed Solicitor General Tushar Mehta. The court ordered the govt to respond on July 2, next date of hearing. 4 writ petitions, including one by a Thai national who is seven months pregnant, have challenged the Centre's decision of April 2, by which 960 foreigners were blacklisted and another subsequent decision on June 4 by which over 2,500 foreign nationals were blacklisted for 10 years from travelling to India. “No order has been passed, no notice has been issued. No individual order was given to any single person in any individual case”, senior advocate CU Singh, appearing for one of the petitioners, submitted.“There should be an order first, then only action will follow”, Justice Khanwilkar turned to address Solicitor General. “In barely 50 words, the impugned decision as reflected in the press release dated April 2, 2020 has arbitrarily first forfeited the personal liberty of more than 960 foreign nationals, belonging to 35 countries, presently in India, having entered on valid tourist visas, by merely alleging their involvement in ‘Tablighi Jamaat Activities’ despite the guidelines of Respondent No.1 MHA placing no bar on attending religious congregations or visiting religious places”, petitioners said. The decision by its very unilateral nature, infringed the principle of natural justice, particularly ‘audi alteram partem’ [hear the other side] by blacklisting foreigners present in India without first granting an opportunity of being heard or notice of any form, and resultantly depriving the aggrieved foreign nationals of their right of locomotion and travelling back to the country of their citizenship, Thai woman’s plea said. The court said Centre “owes an explanation” on why these nationals were still in the country if their visas had been cancelled. If not cancelled, the petitions would be thrown out, it observed.The petitions, filed through advocate Fuzail Ahmad Ayyubi and drafted by advocates Ibad Mushtaq and Ashima Mandla, contended that en masse blacklisting of over 3,500 foreigners from 35 nations, who were currently in India without affording any opportunity to prima facie defend themselves, was an egregious and blatant violation of Article 21 of the Constitution. thehindu

Maharashtra, Tamil Nadu extend lockdown till July 31

Maharashtra and Tamil Nadu Govts on Monday extended their state-wide lockdown till July 31 as coronavirus cases in the two cities touched a new high. Maharashtra’s cases touched 164,626, while there are 82,275 cases in Tamil Nadu.In Maharashtra, titled “Mission Begin Again”, guidelines state movement for non-essential activities will be restricted within the neighbourhoods in the Mumbai Metropolitan Region. An order issued by Chief Secretary Ajoy Mehta said private offices can operate with up to 10 % strength or 10 people whichever is more. CM Uddhav Thackeray Sunday ruled out lifting lockdown curbs completely beyond June 30, but said more relaxations would be offered to the people eventually.The Mumbai Police on Sunday said it would will seize all privately-owned vehicles that are found to have travelled beyond a 2-km radius from the houses of the owners for purposes other than going to office or availing medical services during emergencies. In Municipal Corporations of Region including Municipal Corporations of Pune, Solapur, Aurangabad, Malegaon, Nashik, Dhule, Jalgaon. Akola, Amravati and Nagpur following activities are permitted with restrictions as specified in the Orders issued from time to time.  Tamil Nadu Govt on Monday extended the lockdown till July 31 in the state. The complete lockdown in force in Chennai, Madurai, Kancheepuram, Tiruvallur and Kancheepuram districts will continue till July 5. All Sundays in July (July 5, 12, 19 and 26) will be “complete lockdown” across the state.

Manipur CM N Biren Singh on Sunday said his Govt decided to extend the ongoing lockdown for another 15 days from July 1 to 15 in the state, which has so far reported a total of 1,092 cases.The lockdown was supposed to be lifted on June 30. New Delhi: With over 5.5 lakh COVID-19 cases and more than 22 lakh people in home isolation or quarantine, tightening of the containment strategy to stop further spread of the infectious virus is likely to be the focus for "Unlock2", the next phase of the coronavirus lockdown.This means there are unlikely to be too many relaxations, apart from those already announced, in guidelines restricting movement of people and resumption of economic activities.The current phase of the lockdown - "Unlock1" - came into effect June 1 and ends at midnight Tuesday.In their conversations with the centre, states experiencing a surge in COVID-19 cases since "Unlock1" are either opting for an extension of lockdown or are mounting strict surveillance in containment zones."States that have seen a major spike in cases are opting for tightening of rules," a senior Home Ministry official said. Union Home Ministry is the focal point of coronavirus strategy and is collecting data regarding both positive cases and those in quarantine. Home Ministry official also said the centre is particularly worried over people currently in home isolation and who need to be under strict surveillance to ensure they do not break quarantine. According to ministry data UP and Maharashtra have contributed over 50 % of the number of people isolated at home, followed by Gujarat, Chhattisgarh and Odisha. The centre has already advised these states to step up surveillance in containment zones.

China's military has received approval for using a COVID-19 vaccine jointly developed by its research unit and CanSino Biologics Inc.The approval for Recombinant Coronavirus Vaccine (Ad5-nCoV) was granted by Health Bureau of the Logistics Support Department of China's Central Military Commission on June 25, for one year, CanSino Biologics said on Monday.The phase-1 and phase-2 clinical trials of the Ad5-nCoV were conducted in China.Data of clinical trials showed a good safety profile and high levels of humoral and cellular immune response, CanSino Biologics said.The overall clinical results indicate that the Ad5-nCoV has potential to prevent diseases caused by SARS-CoV-2.The use of the vaccine is currently limited to military use only and its use cannot be expanded to a broader vaccination range without the approval of the Logistics Support Department.IANS

New Delhi: China's forces in the Galwan Valley have intruded 423 metres into Indian territory, an incursion which seems to be well ahead of Beijing's own 1960 Claim Line in the region.High resolution satellite images procured by NDTV indicate that as of June 25, there were 16 Chinese tents and tarpaulins, one large shelter and at least 14 vehicles in this 423 metre stretch of Indian territory.The Chinese claim of 1960 including the exact latitude and longitude of what Beijing believed to be its boundary in this area has been spelt out in ''Report of the Officials of the Govts of India and People's Republic of China on Boundary Question.''The document, published by Ministry of External Affairs in 1960-1961, lists Indian questions and the Chinese responses in talks held between the 2 sides. In response to an Indian question on the height of some peaks and location of specific passes, Chinese side lists a series of specific coordinates of their claim, including in the Galwan river area. The grand deployment of Chinese troops in the Galwan river valley seems to have been cut-off into several parts due to an overflow into the river, satellite imagery reviewed by India Today TV shows. High-resolution satellite imagery, captured by Planet Labs satellites on June 25, 10 days after the unfortunate brutal combat in the Valley, suggests that the newly-built Chinese roads have washed away. The imagery also shows the reclaimed area in the valley, which the Chinese troops created by artificially reducing the width of the river, has also been filled with water, effectively cutting off rear flank from middle and forward positions. There are still no signs of a pullback by China’s People’s Liberation Army (PLA) in the Galwan Valley yet even as the Indian and Chinese military commanders reached a “consensus to disengage” from all “friction areas”.

New Delhi: Centre blocked 59 apps with Chinese links that included the hugely popular TikTok and UC Browser today, amid a huge economic backlash against China following the June 15 clashes at Ladakh in which 20 Indian soldiers died in action and over 70 were injured. Sources said intelligence inputs suggested that the apps have been violating the terms of usage, compromising users privacy, and being used as spyware or malware.In a statement, the Govt said apps were blocked "in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order".The statement from the Ministry of Electronics and Information and Technology said it had received an "exhaustive recommendation" from the Indian Cyber Crime Coordination Centre and the Ministry of Home Affairs.The ministry said it also received representations from people on "security of data and risk to privacy" regarding certain apps.

Even after making hectic efforts to reach you, I was unable to find you.”“Now that the sword of accountability is hanging over your heads for the financial and other irregularities, you thought of calling advisory committee meeting,” Geelani added in his letter, according to NDTV.Geealani also accused Hurriyat constituents of hatching “conspiracy and resorting to lies against him” and establishing ties with Hurriyat chapter in PoK. “Instead of reprimanding them, you called a meeting in Srinagar and ratified their stand. You people have become part of the conspiracy and lies,” Geelani wrote. “The lack of discipline and other shortcomings were ignored and you did not allow a robust accountability system to be established over the years but today, you have crossed all limits and indulged in rebellion against the leadership.”In his letter, Geelani also spoke about the conflict and infighting in Azad Kashmir chapter of Hurriyat.

J&K Police on Sunday warned people against sharing social media posts protesting the arrest of a mother of a deceased militant, saying they will be charged under UAPA. Police described the posts as “anti-national” and said that sharing them amounted to “glorification of terrorist activities and threatening and denting image of law enforcement agencies”. This came days after Naseema Akhtar, a resident of Rampur in Qaimoh area of Kulgam district, was booked under UAPA for allegedly recruiting 2 militants and arranging arms and ammunition for them. She is currently lodged at a women’s police station in Anantnag. Akhtar’s son, Tauseef Sheikh, was killed in an encounter with military forces in 2018, according to The Quint. She has been also accused of brandishing an automatic weapon while posing with her son for a photograph, according to first information report filed at DH Pora police station. The news of Akhtar’s arrest, along with photograph, is being widely circulated on social media. Police, however, said that all users uploading the posts have been identified and will soon be arrested. “Many social media posts have been generated and shared which have twisted the facts of the matter in order to cause disturbance of peace and tranquility,” it said. “Police has taken cognisance of the matter and anyone trying to instigate others through whatsoever means will be prosecuted against.”

According to official figures given by the police, eight mosques, two temples, 2 Madrasas and one Dargah were damaged during the riots.This data was given by the police in response to two separate queries filed by Delhi-based RTI activist Yusuf Naqi.In response to Naqi’s query asking specifically about the number of Muslim places of worship - mosques, Dargahs and Madrasas - attacked, damaged or burnt, police said, “As per report of all SHOs/NED, as per available record, 8 mosques, 2 Madrasas & 1 Dargah were damaged in this district".However, this is different from the figure given by the Delhi Waqf Board, according to which 19 mosques had been damaged during the riots.Then regarding a query on Hindu places of worship, the police responded, “as per available record, two temples were damaged in this district. On 24/02/2020 around 11 am, I went to Maujpur Chowk, where two groups, pro-CAA and anti-CAA, started pelting stones at each other. I also started pelting stones, and I also had a pistol with me, which I pointed at police officers and fired. I can identify the other accused from the protest footage and help in their arrest. I made a mistake, please forgive me,” Shahrukh’s statement read.Police have named him in two cases. He has been charged with rioting and other relevant sections for allegedly pointing a gun at head constable Deepak Dahiya during the riots on February 24. It can be said that this law was designed with these numerically insignificant people in mind. CAA is also an innocuous law in the sense that it does not actually harm anyone directly. It is not possible even for Muslims to lose any of their rights, now or in the future, under this law. It’s not possible for CAA to break the limitation of the earlier 2014 deadline. Hence it’s incorrect to infer that this law is a significant step on the way to creating Hindu Raj in India."
