Book Zakir Naik under anti-terror laws, Solicitor General writes Home Ministry; ‘IRF FCRA record almost clean’

A 16-page letter written by Solicitor General Ranjit Kumar to Ministry of Home Affairs (MHA) could spell trouble for Islamic preacher Zakir Naik and his IRF. Ranjit Kumar has told the MHA that Naik's ideology is divisive and against India's pluralistic and secular social fabric. The letter reportedly recommends action against the renowned preacher under anti-terror law.Naik may soon be booked under the stringent anti-terror law and IRF may face legal action. Sources said the home ministry had sought a legal opinion on the possible action to be taken against Naik for his controversial activities, including alleged hate speeches.Legal opinion is understood to have conveyed to the home ministry that Naik's statements in different forums allegedly promoted enmity and hatred between religious groups and inspired and incited terrorists.Legal opinion suggested that there is a "conscious intention" on Naik's part to spread enmity among religious groups. Apart from Naik, cases should be registered against IRF, legal advice said to have suggested. Meanwhile, Zakir Naik and his NGO IRF are likely to face ban in India. However the govt officials digging into accounts of IRF could not find any anomaly barring one. IRF was served a notice by MHA on Aug.8 for allegedly violating the FCRA.“He has been particular about filing all FCRA returns in a proper format and prima facie all the foreign funds have been accounted for. There is only one particular donation received from Dubai, around Rs. 93 lakh in 2014 that has not been accounted for, the enquiry is yet to be completed,” an official in the North Block was quoted as saying by the Hindu. However the spokesperson of the IRF Arif Malik refuted the charges and said that all the foreign funds have been accounted for. Malik said that Home Ministry officials had checked each and every accounts and donations of the IRF in 2014, the same time when the registration of 10,000 NGOs were cancelled en masse for various violations. “Home Ministry officials had parked themselves in the office of IRF for 3-4 weeks and went through each and every book of account. They did not find any violation then, so what suddenly changed in one-and-a-half years? All the foreign funds have been accounted for,” Malik said. Daily Mail /India.com

Kashmiri journalist quits IBN7 after ‘forced to do fabricated’ stories on Kashmir
http://www.risingkashmir.com/news/kashmiri-journalist-quits-ibn7-after-forced-to-do-fabricated-stories-on-kashmir
Srinagar:A Kashmiri Journalist working for an Indian news channel has resigned, alleging that the channel was “forcing” him to prepare “fabricated anti-Kashmir” reports. Journalist Naseer Ahmed who was affiliated with Zee News Network for 16 years had joined Noida based IBN7 Hindi news channel in Nov.2014. “I resigned on moral grounds as the Channel operators were forcing me to prepare anti-Kashmir reports only. They are biased and were refusing to air my reports reflecting ground reality of Kashmir,”Naseer Ahmed told news agency CNS adding that Channel is least bothered about civilian killings and has an agenda to twist facts about Kashmir and malign its image across globe.“After the killing of Hizb Commander Burhan Wani in July, Editorial Board of IBN7 asked me to prepare a fabricated report against Burhan. When I refused, they contacted their Jammu reporter who did it for them from Jammu,” Naseer said and claimed that the channel always twist facts about Kashmir and mislead people of India through lies and distortion. He said that he was shocked when the Channel refused to air a story about ATM Guard from old Srinagar city who was put to death by CRPF after they pumped pellets into his body when he was on way to his home. “Instead of airing this story, the Channel people asked me to find an injured Security Man anywhere in Kashmir Valley and prepare a story on him. Every time I send them a story based on facts, they distorted it and presented it from the prism of terrorism,” he said. “I resigned from the job in protest against the role this ‘fanatic’ channel played in kindling and then promoting a campaign of blind nationalism. This Channel is doing disservice to its own people and misleads them about Kashmir. This Channel runs fabricated stories on Kashmir to appease a section of people. My conscience didn’t allow me to report false stories for them,” Naseer said and added that IBN7 has no transparent and stringent system and it follows blind nationalism when it comes to Kashmir. Srinagar: NIA team, which was camping in Srinagar, to probe an alleged “suspicious” funding case, left for New Delhi on Tuesday—day after questioning senior Hurriyat Conference (G) leaders Muhammad Ashraf Sherai and Pir Saifullah. The team however didn’t question Dr Nayeem Geelani—the son of Syed Ali Geelani—despite sending a notice to him, sources said, saying “he would be interrogated in next round.”NIA team was camping in Kashmir for the past one week to carry out investigation into alleged flow of funds into some “suspicious” bank accounts in J&K which they allege were used to “financially support the ongoing uprising” in the region. Dr Nayeem was asked by the NIA to present himself for questioning in a case re-registered in 2011 by the anti-terror agency, officials said.A senior J&K Police official said Dr Nayeem reached Shivpora office of the NIA, but the team had left for New Delhi in the morning. “Later he was asked to report at Police Station Sadder where he was told to present himself before NIA team for questioning when it comes to Srinagar next time,” a senior J&K Police official, in know-how of things, told Greater Kashmir. “We don’t have any-more details. We do not know when they will come again.” Greater Kashmir

Can't grant divorce as Omar Abdullah failed to prove wife Payal's cruelty: Court
http://timesofindia.indiatimes.com/india/Cant-grant-divorce-as-Omar-failed-to-prove-wifes-cruelty-Court/articleshow/53938011.cms
New Delhi: Ex-J&K CM Omar Abdullah's plea seeking divorce from his estranged wife Payal Abdullah was rejected by a trial court which said that the politician failed to prove "irretrievable breakdown of the marriage".Dismissing Omar's plea, the court said there was not even an iota of evidence to prove that Payal committed "cruelty" upon him, as was alleged by the former CM. The court held that he "failed to prove his case for divorce on the ground of cruelty." It said he also could not prove his claim of "desertion", which was one of the main grounds cited by Omar for seeking divorce. "Petitioner(Omar) has not been able to explain a single circumstance to show that the supervening circumstances have erupted which has made it impossible for him to continue his relationship with the respondent (Payal). Rather, evidence shows that they were in continuous contact till the filing of the divorce petition...there is not an iota of evidence in regard to the circumstances which have prevailed to prompt the petitioner to file the divorce plea," Principal Judge Arun Kumar Arya said. timesofindia

Sectarian riots — defined as violence between sects of the same religion not considering caste conflict — showed a significant jump in incidents and convictions from a low base in 2014.Much of these incidents occurred in UP.The decrease in communal riots recorded by NCRB — from 1,227 in 2014 to 789 in 2015 — however does not mesh with data released by the Ministry of Home Affairs in July 2016. Ministry data showed a slight increase from 644 incidents in 2014 to 751 in 2015. 20% of the overall 65,255 riots were reported in Bihar followed by Maharashtra (8,336) and UP (6,813). Singur Tata plant: Supreme Court quashes acquisition, orders Bengal govt to return land in 12 weeks

New Delhi:The Supreme Court Wednesday quashed the land acquisition in West Bengal’s Singur by CPM govt in 2006 for allotting it to Tata to set up its Nano car factory. The court held that the acquisition could not be said to be for a “public purpose” and hence the land should be remitted back to farmers within 12 weeks. Farmers who got compensation from the govt will not return it because they were deprived of their livelihood for the last ten years, the court said. Court order signifies a major victory for Mamta Banerjee and the TMC, which had led the protest against allocation of land for the Tata factory. While setting aside Calcutta HC order of upholding the acquisition process, the SC bench ruled that the acquisition was bad in law on several grounds and that acquiring the land from the farmers for giving it to a company for a car plant could not come under the ambit of “public purpose”. IS spokesman, senior leader Abu Muhammad Al-Adnani dies in Syria: Washington Post
http://www.ndtv.com/world-news/islamic-state-reports-death-of-spokesman-and-senior-leader-in-syria-1452494
Islamic State reported the death of its chief spokesman, Abu Muhammad al-Adnani, on Tuesday, potentially signaling the loss of a senior militant who has steered the group's campaign to bring violent operations to the West. Pentagon said that Adnani, a Syrian national who has been one of the militant group's most experienced and well-connected figures, had been the target of an airstrike near the Syrian city of al-Bab, but officials said it was too early to be certain he had been killed. If confirmed, Adnani's death would damage the IS in two areas that have made the terrorist organization particularly dangerous: its sophisticated use of social media to reach a global audience and its willingness to employ the crudest forms of violence in scattered attacks outside Iraq and Syria. It would be a significant blow at a time when the group is already fending off attacks from Western-backed forces on the ground and a two-year air campaign that has deprived it of territory and resources. In a tweet, the Amaq news agency, IS media arm, said Adnani was killed while inspecting troops in Aleppo, Syria. It did not say exactly when, where or how Adnani died. Hours later, the Pentagon confirmed that it had launched a "precision strike" against Adnani in northern Aleppo province. "We are still assessing the results of the strike, but Al-Adnani's removal from the battlefield would mark another significant blow" to IS, Pentagon spokesman Peter Cook said. Adnani's death has been rumored several times before.Even after announcing Adnani's death, Amaq boasted of the group's resilience. "The blood of the sheikhs will only make it more firm on the path of jihad and determination to take revenge and assault," the agency said in a statement on Telegram, according to a statement from the SITE Intelligence Group."He was their most prolific and public spokesman," said Will McCants, an ex-State Dept.official and expert on the IS. In statements announcing Adnani's death, IS described him as a descendant of the tribe and family of the prophet Muhammad, a clue that Adnani was possibly being groomed as a replacement for Baghdadi if the ISIS leader were to be killed, McCants said. US military claims to have killed 45,000 militants, including a number of senior leaders, in air and long-range rocket attacks since 2014. Washington Post
