Beijing, in turn, judges the adequacy of its nuclear arsenal against the threat it perceives from the US’ strategic offensive and defensive capabilities. Aurangabad arms haul case: Zabiuddin Ansari, 6 others sentenced to life till death

Mumbai: A Special MCOCA Court on Tuesday sentenced Sayed Zabiuddin Ansari alias Abu Jundal and 6 others to life imprisonment till death in the 2006 Aurangabad arms haul case. 2 others have been sentenced to life imprisonment and three others were awarded eight years jail term. All those convicted were fined Rs.20,000 each. 7 sentenced on Friday to undergo life imprisonment till death are Abu Jundal, Mohammed Amir Shakil Ahmed, Bilal Ahmed Abdul Razaq, Sayyed Akif S. Jafruddin, Afroz Khan Shahid Pathan, Faisal Ataur-Rehman Shaikh and M. Aslam Kashmiri. 2 other convicts – M. Muzafar Mohammed Tanveer and medico M. Sharif Shabbir Ahmed – have been sentenced to serve 14 years in jail. 3 other convicts have been slapped with eight-year sentences: Afzal K. Nabi Khan, Mushtaq Ahmed M. Isaf Shaikh, Javed A. Abdul Majid.Of the convicts, Faisal had earlier been sentenced to death in the 2006 Mumbai serial blasts in suburban trains case. Of the total 22 accused, 8 were acquitted. However, the stringent charges under MCOCA were dropped against all the accused and they have been punished under various sections of Indian Penal Code, UAPA, Explosives Act and Arms Act.IANS

Mumbai: Abu Jundal, who was awarded life imprisonment in the 2006 Aurangabad arms haul case, will today appeal against the verdict in the Bombay High Court. Jundal's lawyer Asif Naqvi said that his client was not happy with the verdict." He said there is nothing against him which directly connects to the said crime. We will appeal against the order before the High Court," Naqvi said."All the accused will file an appeal against the judgement on August 5 once they receive the copy of the rulings," defence lawyer Wahab Khan told the media.ANI

New Delhi: The Supreme Court on Monday agreed to examine whether mere membership of a banned organisation will make a person a “terrorist”, if he does not resort to violence or incites people to violence or creates public disorder by violence. A 3-judge bench of Justices J.S. Khehar, V. Gopala Gowda and Arun Mishra, decided to have a relook at the definition of a “terrorist” under the UAPA and anti-terror laws, after Solicitor General Ranjit Kumar informed that the 2011 judgment had wide ramifications and all the High Courts are following the same. In 2011, the apex court had held that mere membership of a banned organisation will not make a person a terrorist unless he resorts to violence or incites people to violence or creates public disorder by violence or incitement to violence. The SC had set aside a judgement of the Designated Court, Assam at Guwahati convicting Arup Bhuyan under Section 3 (5) of the TADA for being a Member of Ulfa.The court held mere advocacy or teaching the duty, necessity, or propriety of violence as a means of accomplishing political or industrial reform is not per se illegal. It will become illegal only if it incites to imminent lawless action. Centre filed a petition seeking to recall this judgement saying police could not wait for banned outfit members to carry out acts of terror. It said such a judgement defies logic as any member of a terrorist organisation could open an office anywhere and start recruiting people and police would not be able to do anything. Asian Age

UN on Tuesday said it will continue to monitor the tense situation in Kashmir even as the world body again called on both India and Pakistan to “work constructively” to resolve the issue. “UN has repeatedly…put out the message to both sides (India and Pakistan) about the need for them to work constructively with each other on this issue. And we will continue to monitor the situation including, of course, through our monitoring group on the ground, the UN Military Observers Group in India and Pakistan (UNMOGIP),” UN Secretary General Ban Ki-moon’s deputy spokesman Farhan Haq said. He was responding to a question by a Pakistani journalist on the ongoing unrest in Kashmir in the aftermath of the killing of Hizbul Mujahideen commander Burhan Wani. When asked if UN rights are being violated by Indian forces, Haq alluded to the work of the world body’s Human Rights Council. Haq was also asked if the UN has any plans to ban the use of pellet guns that have been used by security forces to quell protests in Kashmir. Srinagar: J&K  High Court has asked the Centre to treat protesters in the Valley as “their own”, and the CRPF to explain why most of the injured had been wounded above the knees and in the eyes.“They are your own people. They are not aliens. They have not descended from outer space with their own pellets,” a division bench of the High Court said during the hearing of a PIL. “Treat them as your own people. You are not treating them as your own people.”Division bench, comprising Chief Justice N Paul Vasanthakumar and Justice Muzaffar Hussain Attar, said, “It is a problem for the state. Srinagar: Doctors and paramedics took to the streets in Srinagar on Monday to protest against the killings of civilians, even as curfew and restrictions continued in Kashmir for the 24th day.The staff of SKIMS Medical College here held a demonstration to protest against the killings as well as alleged harassment of hospital staff by the paramilitary. Holding placards, the doctors marched from the hospital to the Jammu-Baramulla national highway, where they were made to disperse. Lucknow: Dalits in Lucknow, who skin dead cows for a living, have refused to lift carcasses after "vigilantes" thrashed two of their community members on suspicion of cow slaughter in Takrohi area on July 28.A contractor reported the matter to Lucknow Municipal Corporation on Monday, following which the civic body assured security to its workers, and filed a police complaint. Dalits said number of attacks on their community had increased in the past six months. "I have not been able to sleep since July 28," said Vidyasgar and Chhotey, recalling how cow vigilantes thrashed them. They are 2 of the 18 Dalits who work for Mohammad Iliyas, the contractor who reported the attack. Vidyasgar and Chhotey were transporting a dead cow on the civic body's call when a gau rakshak group thrashed the two, accusing them of slaughter. "They also threatened to kill them if they carried on with their job," said Iliyas. "We will not lift dead animals. Chandigarh:A day after the arrest of 2 Dalits for allegedly slaughtering a cow that the police later said was a buffalo, a senior member of the Punjab state BJP sought to distance the party from cow vigilante groups. On Sunday, two men were arrested for allegedly violating the State’s cow protection law in Malaut town of Muktsar following protests by members of a group called Sri Shram Mitr Mandal- Bhartiya Gau Kranti Dal. Police confirmed on Monday that the animal was a buffalo but are still looking for 3 others booked in the case. 5 Dalits had been called on Saturday by residents of Amrudan Wala Bagh to dispose of a dead buffalo that had got electrocuted in the electrified fencing of an orchard and was stuck in the barbed wire. The carcass had started spreading a foul smell.Pankaj Bansal, who lodged the FIR, alleged the men were cutting and skinning the animal right there. Bansal is BJP member and Ravinder Mittal, head of the group is vice-president of Muktsar district BJP unit. Most of its members are BJP members, Bansal said.Subhash Kumar, an acquaintance of Ramesh, one of the arrested men, said all 5 were employees of a licensed contractor for picking up carcasses from roads and gaushalas.There were 5 other cattle carcasses in their tempo and each one of them had been picked up from the road. Kadali:2 days after a mob attacked the house of a Muslim family at Kadali in UP’s Muzaffarnagar district on suspicion of cow slaughter, local police is yet to lodge a case against those who were part of the mob. On Monday, Khatauli Police arrested Saddam (28), the nephew of house owner Zeeshan, who was earlier arrested.A local court has sent both Zeeshan and Saddam, who have been arrested under the state’s Prevention of Cow Slaughter Act, to judicial custody for 14 days. Police is still looking for Saddam’s brother Parvez (24) and Zeeshan’s wife Shehnaz (50).Asked why they were yet to lodge a complaint against those who attacked Zeeshan’s residence, SHO, Khatauli police station, Pankaj Tyagi said they are still probing the incident.“The damaged wall was not a pucca wall. When 30-odd people gathered outside, the cattle at Zeeshan’s residence panicked. We suspect the movement of the cattle, and not the protesters, caused the damage to the wall. However, we will examine the footage available and accordingly take action,” he said.Asked if police had identified the people suspected to have attacked Zeeshan’s house, Tyagi said, “According to informers, some local residents were present. Hyderabad: Even as Gujarat is on the boil over Dalit thrashings, there are still some people who are hell bent on stoking the flames of casteism, BJP MLA Raja Singh is one of them. The lawmaker from Goshamal Assembly constituency in Telangana, justified the thrashings, saying that what the ‘Gau Rakshaks’ did was to teach the ‘vile’ Dalits a lesson. He openly supported the action of the culprits and even warned of similar actions against ‘cow slaughterers’. He made these controversial statements in a video that was posted on his Facebook page. Video was posted on Raja Singh’s Facebook page, on Saturday and it has over 66 thousand views and has received over a thousand shares. In the video, he made an appeal to the ‘vile’ Dalits who were up and about carrying skins and meat of cow to stop defiling the name of those Dalits who were ‘good’ and ‘patriotic’ and those who were dedicated in the service of protecting the cow. He also hailed those who were responsible for intimidating, flogging and brutalising cow traders, telling them to continue their work, without fearing anything. “Whatever happened with the Dalits who were beaten up by ‘gau rakshaks’ was a good thing. It is because of a few dirty Dalits, who eat cow meat, that other Dalits get a bad name”, Singh said in the video. Ahmedabad:4 victims of the Una flogging incident on Monday refused to leave Ahmedabad Civil Hospital despite being declared “fit” and discharged.While the four continued to “occupy” the hospital’s trauma centre, their relatives claimed the hospital withdrew the discharge orders after protests. Dalits alleged that the 4 victims were being “forcibly” discharged and they need further treatment.“In the morning, hospital authorities told us that the four patients were being discharged…we objected to it as they are yet to recover and need further treatment. Surat: A shocking video of self-proclaimed custodians of Hindu culture and Hindutva ideology, brutalising Muslims, has created furore online. The video shows several men thrashing and terrorising what appears to be two Muslim youths, who are seen cowering in a corner. The goons are shown slapping the youths repeatedly, forcing them to chant ‘Jai Shri Ram’ and abuse Allah, using the choicest Hindi cuss words. The chilling video was uploaded by a Twitter user Gaurav Pandhi on Monday. Pandhi tweeted directly to the Twitter handle of Union Home Minister Rajnath Singh, imploring him to act against the goons. According to the Janta Ka Reporter, the man seen in the video is Amit Singh Rathod. Rathod is seen slapping the hapless Muslim youths, and is joined in by his associates, one of who is also recording the video in question. All the thugs are seen having a laugh by driving the youths to humilation, by forving them to abuse their own God, while chanting praises of Hindu Gods. At one point, Rathod is heard asking, “Ayodhya mein kya banegaa” Another man is heard prompting, “Say Ram Mandir. Lucknow: Tension broke out in Qazi Katra area of Bahraich district after a Muslim youth inquired about a girl belonging to the Hindu community. Following this, both groups clashed, leaving three persons injured on Sunday evening. On Monday, police registered an FIR on charges including rioting and criminal intimidation at Dargah police station. 4 persons, belonging to Muslim community, have been arrested. Agra: Tension prevailed in Baghpat district after a group of kanwariyas clashed with locals belonging to different community on Delhi-Yamunotri Highway (State Highway-57) late Sunday evening. Irate kanwariyas also torched a vehicle and damaged several others.While the police lodged an FIR against unnamed accused for indulging in the clash, kanwariyas sat on dharna blocking the highway on Monday morning threatening not to move or drink water till the people from other community were arrested.According to police, a group of kanwariyas travelling in a tractor-trolley was on its way to a Shiva temple in Baghpat’s Karta village in Khekada police station area. New Delhi:The Supreme Court on Tuesday ordered payment of additional compensation to the victims of anti-Christian violence in Kandhamal, Odisha in 2008.The bench headed by Chief Justice TS Thakur and Justice Uday Umesh Lalit ruled that the compensation paid to the victims was not adequate and ordered additional amount to be paid.A petition was filed by Archbishop Rachel Cheenath on which the verdict has been pronounced. New Delhi: A sum of Rs 294.50 crore was spent for modernisation of madrasas in 2015-16 under the Scheme for Providing Quality Education in Madrasas (SPQEM), but the govt has no plans to open English-medium madrasas under the scheme, parliament was told on Monday. "There is no provision of opening of madrasas under SPQEM. However, funds are provided under the scheme for appointment of English teachers," Union HRD Minister Prakash Javadekar told the Lok Sabha in a written reply to questions by AIMIM chief Asaduddin Owaisi.This is the highest spending by the govt  in a financial year ever since the scheme was introduced in 2009-10, he said. In 2014-15, the spending was just Rs 107.89 crore, down from Rs 182.73 crore in 2013-14, according to the ministry figures.Under the scheme, financial assistance is provided to encourage madrasas and maktabs to introduce modern education in subjects such as science, mathematics, social studies, Hindi and English in their curriculum through support for teachers, books, teaching learning materials and computer labs, he said.IANS

New Delhi: A 28-year-old woman from Bihar, who was on her way to Afghanistan to “lead a true Islamic life”, was detained on Sunday morning at the Indira Gandhi International Airport in Delhi, along with her 5-year-old son, before they were to board a flight to Kabul, police sources said.The woman, identified as Yasmeen Muhammed, had reached the capital with the child from Patna and was planning to join one of the 21 youths from Kerala who had gone missing last month, with some of them believed to have tried to join the Islamic State, said sources.Yasmeen, a divorcee, was detained by immigration officials “during security check” amid tense scenes after she “started screaming at officials for harassing her”, they said.”She was handed over to Delhi Police’s special cell and later taken into custody by a team from Kerala Police, which had issued a Look-out Circular (LOC) for her,” said sources.On Monday, Yasmeen was produced in a court in Kasaragod and charged under various sections of the UAPA and remanded in judicial custody.Indian Express

Mumbai: Maharashtra govt  has decided to form a special media monitoring cell in the state secretariat to track content on news channels round the clock and counter news that it feels is negative. There is also a plan to set up a dedicated ‘social media wing’ to comb posts and feedback uploaded on various social media platforms, blogs and web portals of media houses. Senior govt  officials said the objective was to keep a tab on the narrative across digital platforms and launch an instant counter to defend the govt ’s version every time the establishment felt that it was being portrayed in a negative light.CM  Devendra Fadnavis appears to have modelled the initiative on the Centre, which has an independent Electronic Media Monitoring Centre (EMMC) that monitor feeds of 600-plus media channels round the clock. Central govt also has a New Media Wing that monitors news-related web traffic to gauge public opinion. New Delhi: The Supreme Court Monday dismissed a petition by 1993 Mumbai blasts case convict Yusuf Mohsin Nullawala, seeking a reduction in his jail term for destroying an AK-56 rifle at the behest of his friend and actor Sanjay Dutt. A bench of Justices SA Bobde and Ashok Bhushan declined to entertain his plea that was based on a new theory that the gun he had destroyed at Dutt’s instance was not a “prohibited” firearm and hence his five-year jail term could be reduced.Possessing a firearm defined as “prohibited” under the Arms Act entails a minimum five years in jail whereas the maximum punishment is three years for a non-prohibited weapon.Both Dutt and Nullawala were sentenced to 5 years in jail under the same provisions of the Arms Act for possessing an AK-56 rifle. Seeking reduction of jail term, Salve claimed Nullawala was convicted for possessing an automatic gun, described as a “prohibited” weapon under the Arms Act, but the forensic reports have now showed that the gun was a semi-automatic one and hence not a “prohibited” weapon.Indian Express

Mumbai: The ‘mysterious’ blast at Padgha village in Thane on July 28, which caused alarm bells to go off in the security establishment, turned out to be a love affair gone wrong and had nothing to do with any terrorist activity. Thane rural police Monday arrested 3 youths, including 2 brothers, for allegedly planting an explosive in a bottle to kill a man who had asked one of them to stay away from a girl in Padgha village. In the blast at a residence on July 28,one woman was seriously injured. SP (Thane rural) Mahesh Patil said they arrested 3 persons — Pramod Dalvi, Siddesh Dalvi and Roshan Shelar. Trio allegedly placed a bag containing the bottle — giftwrapped — on the two-wheeler of one Abhijit Gharat on July 26. “Gharat took the parcel inside his house, but kept it aside as a foul smell was coming from it,” said Patil. However, Gharat’s mother Rekha opened the bottle out of curiosity on July 28, triggering the explosion.
