The high-stakes Assembly elections in UP will be held in 7 phases between 11 Feb.and 8 March, while Punjab and Goa will go to the polls together on 4 Feb., Uttarakhand on 15 Feb.and Manipur in 2 phases on 4 and 8 March. Addressing the media on Wednesday, Chief Election Commissioner (CEC) Nasim Zaidi said counting of votes in all 5 states will take place on 11 March. Zaidi added that the Model Code of Conduct becomes effective immediately. Announcing the poll schedule for 5 states, CEC Nasim Zaidi said the 7-phased UP Assembly polls for 403 constituencies will be held on 11, 15, 19, 23, 27 Feb.and 4 and 8 March. The main players in the 5 states include Samajwadi Party, BSP, BJP, Congress, AAP, Shiromani Akali Dal, and Manipur People's Party. CEC flanked by the two election commissioners AK Joti and OP Rawat announced that the poll process will commence with the issue of notification on 11 Jan.for Punjab and Goa polls where candidates can start filing their nominations."Model Code of Conduct will come into immediate effect and will apply on political parties and state govt s concerned, besides the central govt in terms of announcements in these states," Zaidi said. CEC said candidates will have to open a fresh bank account for all election expenses and all expenses above Rs 20,000 will be made through cheques from their respective accounts. He added that all donations will also be accepted through cheques.Maximum limit for expenses for each candidates in UP, Punjab and Uttarakhand is Rs 28 lakh, while that in Goa and Manipur is Rs 20 lakh, he said. He added that electronic voter machines will be used in all states. CEC added that candidates will be required to file a no demand certificate. The rules have also been changed. New Delhi: AAP is unhappy with the poll dates announced by the Election Commission (EC) today, saying they violate the model code of conduct principles because the Union budget is scheduled to be announced right before the 5 state assemblies' polls. AAP is particularly irked because the two states it is contesting in, Punjab and Goa go to the polls the earliest, on Feb.4, and the Union budget is expected to be announced Feb.1.In addition, AAP had earlier said that dates for the Punjab and Goa polls should not be the same. NewDelhi:India is set to attend for the first time an international conference that will seek to revive peace talks between Israel and Palestine, a development that comes at time when the Modi-led govt is trying to expand its political presence in West Asia as part of efforts to dispel its "anti-Muslim image". People familiar with the matter have told ET that India plans to send a high-level team for the Jan.15 conference being hosted by France. The conference has acquired added importance amid Israel's attempts to act at the UN against countries that recently opposed its plan for new settlements in disputed territories. France, however, views the conference as part of its deradicalisation initiatives following a spate of terror attacks on its soil, informed sources said. But it not just Palestine that India wants to assist. India is also eyeing major reconstruction projects across housing, power, textile and food sectors in Syria as the embattled country attempts to return to normalcy. Delhi will host a series of Syrian ministers and senior officials in the coming months to discuss reconstruction proposals. "Delhi wants to stay ahead of the curve," noted an official. ET

Bareilly: In yet another twist to Nida Khan episode, scores of protesting women submitted a memorandum to the DM and the DIG police to launch a fresh probe into the matter. They also demanded that legal action be taken against Nida for lodging a fake case against her former husband's family, who belong to family of Aala Hazrat here. Nida, however, claimed that the protest was stage managed at the behest of her former husband's family.The protesting women claimed that Nida has defamed the family of clerics and that she was married by her parents against her wishes with a man "wearing skull cap and sporting a long beard". The women who gathered at the collectorate said that they are followers of Aala Hazrat and that the false allegation levelled by Nida against her former in-laws has hurt their sentiments. The protesting women claimed that they do not belong to the family of clerics but have decided to take up the matter with senior govt officials as they were tired of reading "misleading" media reports about the family of clerics. Sabra, a resident of Biharipur, said,"I was Nida's neighbour and had seen her many times alone on the terrace of their house and talking on her mobile phone. It was evident that she never wanted to marry a man with a long beard and wearing a skull cap, but her family forced her to get married. She levelled false allegations against her in-laws to end her marriage." A resident of Shehdana, Saba Khan said, "We all are followers of Aala Hazrat family, which provide food to the poor and also helps in solemnising marriage of poor girls. We cannot believe that such a family will keep their daughter-in-law hungry and misbehave with her. New Delhi:Congress leader and ex-Union Minister CM Ibrahim was accused of forcing his daughter, 22-year-old Iffa, to abort her foetus, The News Minute reported on Wednesday. Iffa was four-and-a-half-months pregnant at the time of her abortion. A complaint was filed by Ibrahim’s brother CM Khader with the Cubbon Park police in Bengaluru, accusing him of forcibly feeding her fruit juice laced with a medicine so that she would have a miscarriage. Khader’s son CM Faizal married Iffa against the wishes of her family in August 2016. According to The News Minute, Khader’s complaint stated that Iffa complained to Faizal that her siblings had forcibly fed her with a foul-smelling juice that lead to stomach pain and bleeding. He further alleged that his son Faizal was beaten and tortured by Ibrahim’s family when he went to their house last year. Reacting to the allegation, Vikram Hospital issue a press statement stating that a young female who was 15 weeks pregnant was brought to the hospital on Jan.2 by her family with “profuse vaginal bleeding.” She was diagnosed with “incomplete abortion of unknown cause and underwent emergency evacuation procedure”. indian express

Ahmedabad: The wife of a Naroda Patiya convict has once again approached the Gujarat High Court, pleading to take her husband, who was released on temporary bail for a week but has not surrendered for nearly two months, back to jail. The court rejected her petition and directed special public prosecutor to alert the concerned authorities. Minalben Rathod had moved the HC last month, requesting the court to direct the police to take custody of her husband Navab alias Kalu Harisingh Rathod.Rathod was granted temporary bail on Sept.27 for 7 days on the ground of his children’s ill-health.Bail petition was moved by Minalben herself. Till Tuesday, Rathod had not surrendered.On Dec.23, a division bench of Justices Harsha Devani and AS Supehia rejected her petition and stated, “If the convict after being enlarged on temporary bail has not surrendered to the jail authorities, it is for concerned authorities to take necessary action in that regard.Direction as prayed for in the present application cannot be issued.”

Azamgarh: Dr Javed Akhtar is a top orthopaedic surgeon in Azamgarh. His clinic in the Brahmasthan locality of this chaotic town in eastern UP is always packed with patients, over 85% of them Hindus. He is a tall, well-read man with a silver mane and a cautious spoken manner. On the 19th of Dec,Dr Akhtar’s son Asadullah Akhtar was convicted by a court in Hyderabad for carrying out, along with four others, the Dilsukhnagar terror blasts in that city back in 2013. The day the death sentence was pronounced, Dr Akhtar was in his practice attending to patients. He left early. When he reached his house in Jalandhari mohalla in Azamgarh, relatives, friends and well-wishers had already gathered to commiserate. Dr Akhthar cannot believe it. In his eyes Asadullah cannot have been a terrorist. “I did not raise my son to be an anti-national,” says the father. “I have always believed in Hindu-Muslim unity and taught the same to my children. My son had several Hindu friends to whom he was very close. Do you think he would kill our Hindu brothers? He has been implicated.”Asadullah Akthar is 31 years old. To Dr Akthar, his son’s appearance on the security agencies’ anti-terror radar was a colossal coincidence. After the Batla House encounter took place in New Delhi in 2008, he says, the police found his son’s phone number in the pocket of one of the two men killed in the incident.“That’s it. My son was also labelled a terrorist,”says Dr Akhtar. Pune: 7 years after the Germany Bakery bomb blast rocked the city, as victims continue to wait for justice, the family members of terror accused Qateel Siddiqui on Tuesday received acompensation of Rs 5 lakh as per the direction of the NHRC. Yerwada jail authority handed over the cheque to Qateel’s cousin Afroz Siddiqui. The amount will be given to Qateel’s wife Fatima, 2 daughters, mother Gulshan and father Jafir, who reside in Barh Samila village of Darbhanga district, Bihar. Afroz, who resides in Mumbai, said, “This amount will give some relief to the family of my deceased brother. The family was completely dependent on him because he was the sole breadwinner. He had the responsibility of two daughters and two unmarried sisters.”This is the first-ever case in Maharashtra in which an accused facing terror charges was killed inside a high security jail and received compensation from the state govt . Qateel was lodged in the high security cell of Yerwada Central Jail. On June 8, 2012, Qateel was allegedly strangled to death by gangster Sharad Mohol and his aide Alok Bhalerao. The murder trial is still pending before the Pune sessions court. The city-based Mulniwasi Muslim Manch had pursued the issue to provide compensation to Qateel’s kin through senior advocate Mohammad Pracha before the NHRC.Anjum Inamdar, president of the Mulniwasi Muslim Manch, and state leader of MIM, had filed a complaint with the NHRC in May 2016, demanding Rs 25 lakh as compensation. Subsequently, on Sept.17, 2016, NHRC had issued an order to the state govt to pay the sum. Qateel’s wife Fatima spoke to Pune Mirror from Bihar. Rampur: Mohammad Faheem Ansari, an Indian national who was alleged to be a member of Lashkar-e-Taiba, who was recently acquitted in the 2008 Mumbai attacks case, and is now being tried for his role in 2007 attack on CRPF camp in Rampur, visited Pakistan and obtained a passport there on fake papers, Manpreet Singh Vohra, then ambassador to Pakistan, told the court of additional district and sessions judge here.Vohra, who is now ambassador to Afghanistan, said he obtained this information with officials in Pakistan at that time. Public Prosecutor Dalwinder Singh told the court that Pakistan's ISI had helped Ansari get the passport.According to Singh, after the Mumbai attack, both India and Pakistan govt s had exchanged the information through dossiers where it was revealed that Faheem Ansari had managed to get the Pakistani passport on fake identities. Ansari had been earlier accused of conducting reconnaissance for the Mumbai attacks of 2008 but was subsequently acquitted of those charges.According to Dalwinder Singh, all CRPF camp attack accused — Imran Shahzad, Mohammad Farooq (both Pakistan nationals) Shahabuddin alias Saba, Jang Bahadur, Mohammad Sharief, Gulab Khan, Mohammad Quasar and Faheem Ansari - were produced before the trial court under tight security. Appa Rao Podile, V-C of the University of Hyderabad, has been felicitated with a Millennium Plaque of Honour at the ongoing Indian Science Congress in Tirupati. On the first da of what has already become a well-attended event, Appa Rao received the award from PM Narendra Modi. Millennium Plaques of Honour have been awarded to two scientists by the Indian Science Congress Association every year since 2003 for eminent work, though its current name was assumed in 2005. Amethi: A man allegedly hacked to death 10 of his family members and then committed suicide in Mahona locality of Amethi, police said on Tuesday.45-year-old Jamaluddin first fed pesticide to 12 family members and later hacked to death 10 of them. JNU Executive Council (EC) has approved UGC notification making entrance exam to research courses including MPhil and Ph.D. as mere “qualifying” tests, even as sections of students and teachers protested the decision.UGC notification was passed earlier, on Dec.26, by Academic Council of JNU, in its meeting which was allegedly “disrupted” by students resulting in the suspension of 9 of them by the university administration.EC meeting passed all the items on its agenda that were approved by the Academic Council, said a senior JNU official. Israel last week made public a database of 400,000 Jewish Yemeni children that have disappeared since the 1950s, Times of Israel reported.When mass migration from different parts of the world into Israel began in the 1950s, there were many cases of babies being kidnapped from hospitals and refugee camps. This was especially common amongst Yemeni Jews. Almost 7,000 Iraqi civilians have been killed throughout 2016 as a result of continued violence and turmoil in the war-ravaged country, the UN Assistance Mission for Iraq (UNAMI) said yesterday.UNAMI revealed that their data showed that at least 6,878 civilians had been killed last year, and stressed that their figure was “to be considered as the absolute minimum” as they could not acquire reliable civilian death figures in conflict areas around the country.Since 17 Oct.2016, the Iraqi Security Forces (ISF), allied Kurdish Peshmerga and Shia jihadists have been engaged in a US-backed offensive to dislodge the Daesh militant group from the northern city of Mosul.Apart from the Mosul offensive, the ISF has been engaged in military operations against Daesh since 2014, fighting in over a third of Iraq’s 18 provinces, including the expansive western Anbar desert, Iraq’s largest province dominated by the Sunni Arabs.Due to persisting instability and insecurity even after Daesh was expelled from all of Anbar’s main towns and cities, UNAMI has stated that their civilian casualty figures also do not include any data for four months of 2016, including December. Iraqi civilians have often borne the brunt of fighting between US and Iran-backed govt forces and militant groups, particularly Daesh.
