17 soldiers, 4 militants killed in Kashmir's Uri army HQRS attack: Reuters
http://www.telegraph.co.uk/news/2016/09/18/seventeen-indian-soldiers-and-four-militants-killed-in-kashmir-a/
Militants attacked an Indian army brigade headquarters near the de factor border with Pakistan on Sunday, killing 17 soldiers in one of the most deadly attacks in the northern region of Kashmir in a quarter-century-old insurgency. 4 "fidayeen" - or commando-style gunmen willing to fight to the death - were confirmed killed after penetrating the base in Uri near the Line of Control with Pakistan, an Indian army spokesman said.Television reporters at the scene said the dawn raid had surprised soldiers in their sleep. The attackers set fire to one building before the four were killed in a gunfight that lasted several hours. An army spokesman confirmed that the number of soldiers killed in the attack had risen to 17, making the toll far worse than a similar raid on an army base in Punjab state in January that India has blamed on Pakistan-based militants. The army deployed helicopters to evacuate soldiers who had been injured as an operation continued to secure the area. Defence Ministry in New Delhi put the number of wounded at 35.The raid comes amid heightened tension in India's only Muslim-majority region, which has faced more than two months of protests following the July 8 killing of a popular separatist commander. New Delhi:As prominent Kashmiri Human rights defender Khurram Parvez was put under “preventive detention” and sent to a jail in Kupwara at midnight, the J&K Police have given a flimsy reason for his arrest: “he stood outside a mosque near his house (on Thursday evening) and incited people to shout slogans and march towards (nearby) Tourist Reception Centre”.J&K Police’s only proof is the testimony of three of its own policemen. This happened, as per police report, a day after authorities stopped Khurram at IGI airport in Delhi and disallowed him to board a flight to Geneva, where he was scheduled to attend the ongoing UNHRC session. Khurram is presently Chairperson of Asian Federation Against involuntary Disappearances(AFAD)and Program Coordinator of JKCCS and is internationally known for his human rights advocacy. In 2006, Khurram was conferred Reebok Human Rights Award, a prestigious international prize that “recognises young activists who have made significant contributions to human rights causes through non-violent means”.Earlier while monitoring elections in Lolab for his civil society group in 2004, an improvised explosive device blew up his car, killing his colleague and the driver. Bijnor killings: 'Today we will destroy Muslims,' said prime accused; FIR sheds light on communal angle
http://www.dnaindia.com/india/report-today-we-will-destroy-muslims-said-prime-accused-in-bijnor-killings-2256067
Bijnor: Even as UP police booked 28 individuals under 10 sections of the IPC in connection with the Bijnor killings, in an uncanny resemblance to the Dadri lynching case, IPC sections for criminal conspiracy have not been evoked against the accused. Among other charges under which the accused were booked include, molesting women, rioting, murder, attempt to murder and so on. FIR filed by the UP police in connection with the killing of three members of a Muslim family in Bijnor has named a total of 28 members of the Jat community as accused. FIR, accessed by dna, also puts light on the alleged communal angle to the murders as the complainant reveals the conversations that apparently took place between him and some of the accused. The murders were preceded by a heated argument between the complainant's family after his daughter, a minor, was allegedly harassed by local youth when she was on her way to school. FIR, which was filed almost 12 hours after the murders, reads that moments before the gun fire on the Muslim family, father of the minor girl went to one Sansaar Singh's home and complained about his son Nitin harassing his daughter. In response, Sansaar Singh, who according to locals is a political heavyweight in Peda village, allegedly abused the victim's father and said, “Today we will destroy Muslims” (Aaj Musalmaano ko ujaadna hai).According to FIR,28 men then proceeded towards the residence of the Muslim family and fired several rounds at those inside. The mob also threw bricks and set a vehicle and a shop on fire.Police have identified 28 people, including a village head named Dilawar Singh, and some of the accused have been put under arrest.  It is imperative to mention that the sections of conspiracy is yet to be evoked and according to the members of the family and those in the neighbourhood, the entire incident does not seem to be a spontaneous act. The criminal conspiracy charges hold all the accused responsible equally for the crime. More than 20 accused are from Peda village with some residents of neighbouring Naya Gaon and Kachpora villages.“Youth who harassed our daughter knew us. The one who came and murdered members of our family also knew us. I can't comprehend how they turned into such beasts in a moment and rained us with bullets,” said Aslam, an uncle of the harassed teen girl. DNA

Bijnor violence: ‘Before firing, made 12 calls to cops, MLA but no action taken’
http://indianexpress.com/article/india/india-news-india/bijnor-violence-before-firing-made-12-calls-to-cops-mla-but-no-action-taken-3036819/
Bijnor:Half-an-hour before the firing began in Pedda village of Bijnor on Friday morning, Anees Ahmed, 38, made 12 calls to the police control room, local MLA and senior district administration officials including the district magistrate. But nobody responded. Ahmed, husband of the pradhan of Gokalpur village — near Pedda village — said he was present at the spot when around 100 Jats gathered with weapons. Some of them later fired at a Muslim family, leaving 3 of the family dead and 12 others injured. According to the police, trouble started after some Muslim girls were allegedly harassed at a bus stand on Friday morning. Ahmed’s phone showed three calls to 100, the police control room, at 8:03 am. He said these calls went unanswered. At 8:07 am, he made two more calls to the same number. “The first three calls went unanswered. On the fourth call, the operator said he could not hear me. On the next call, he said they would see what they could do,” said Ahmed.Ahmed then tried to contact senior police and district administration officials directly. “I called up the SSP, SP City, DM, and the MLA but nobody picked up their phones. I kept trying,” he said.indian express

http://scroll.in/latest/816825/mewat-gangrapes-beef-biryani-crackdown-are-small-issues-haryana-cm-manohar-lal-khattar
Haryana CM  Manohar Lal Khattar has said the murders and gangrapes linked to cow vigilante groups and the beef biryani crackdown in Mewat were “trivial issues”. Khattar’s comments came on the sidelines of an event marking 50 years of Haryana. On Aug.24, a 20-year-old woman and her minor cousin were gangraped, and two of their relatives tied up and beaten to death in Mewat, allegedly for eating beef. 2 weeks later, authorities started testing samples of biryani being sold in local shops for beef ahead of Bakr-Eid.“I don’t pay much attention to these small issues. Today we should be talking about Swarna Jayanti [the jubilee event],” Khattar said, according to Financial Express. Khattar claimed the collection of biryani samples and 2 violent crimes “could take place anywhere in the country”.scroll.in
Congress to PM Modi: Ban gau rakshaks or we will approach Supreme Court
http://indiatoday.intoday.in/story/gau-rakshaks-pm-modi-ban-simi-supreme-court-law-and-order/1/766949.html
New Delhi: Congress on Saturday asked the PM  and Home Minister to ban 'gau rakshaks' or cow protection vigilantes just as SIMI was banned in 2001 in the aftermath of 9/11 attacks. It said that gau rakshaks pose a threat to law and order, and in case the Centre refuses to act, it would be 'compelled' to seek SC's intervention. In a letter to Narendra Modi, Maharashtra Congress secretary Shehzad Poonawalla cited PM's own remarks on gau rakshaks. " PM himself had said that most gau rakshaks are antisocials, and since cow vigilantism is a challenge to rule of law , law and order, and Constitution, he must impose a nation-wide ban on all cow vigilante groups just like a ban was imposed on terror groups like SIMI, failing which, I shall be constrained to approach the Supreme Court," Poonawalla said.Poonawalla raised the recent incident in Ahmedabad, where cow vigilantes beat up two people for transporting cows, one of whom succumbed on Friday. "In this instance, even if any law was violated by the victim, did gau rakshaks have the right to take law into their hands? Should the Gujarat police not have intervened? Should the Gujarat police not nab the accused rather than protect them and file cases against the victims?" Poonawalla said in the letter."Does it not show that Gujarat govt is protecting those who have challenged the rule of law guaranteed by the Constitution? Many of these groups are backed by VHP, Bajrang Dal, etc," the letter added. Mail Today

Varanasi: A few hours before the commencement of Barat (marriage procession) of Laat Bhairav from the Laat Bhairav temple, which is located on a giant platform where Muslims also offer Namaz, a police constable allegedly moved in front of the Namazis on Friday with his shoes on. The incident led to communal tension and protests and counter-protests by the members of the two communities. Angered over it, the people of the minority community went on rampage after the end of Namaz and staged a demonstration. Before the senior police officials could bring the situation under control by issuing order to suspend that police constable, some mischievous elements uprooted the flags placed at temple as a part of Laat Bhairavs Barat celebration and threw them in a pond. Angered over it, the people of Hindu community also started a sit-in. DM Vijay Kiran Anand and SSP Akash Kulhary had to exercise hard to convince both groups to call off the stir before the commencement of Barat. Govt to oppose triple talaq in SC citing women’s rights
http://indianexpress.com/article/india/india-news-india/triple-talaq-govt-to-oppose-supreme-court-citing-womens-rights-3037366/
New Delhi: Centre will be opposing in the Supreme Court the triple talaq practice on the grounds of women’s rights, terming it as “inalienable” and asserting that the issue should not be seen from the prism of uniform civil code, a highly placed govt functionary said today. Law Ministry will file a consolidated reply on the issue in the apex court by the end of this month. The issue is being deliberated upon at inter-ministerial level which includes ministries of Home, Finance and Women and Child Development apart from the Law ministry.“We shouldn’t approach it from (the prism of) uniform civil code. We need to talk in terms of rights of women. Our reply is going to be only on rights. A woman’s rights are inalienable and according to the Constitution she has to have same rights as men.“Every court decision has slowly been taking us to these uniform rights. The practice of triple talaq doesn’t exist even in Pakistan or Bangladesh. Only we have it,” senior functionary said. Home Minister Rajnath Singh, Finance Minister Arun Jaitley, Defence Minister Manohar Parrikar and Women and Child Development Minister Maneka Gandhi met last week to deliberate on govt’s possible stand to be taken in the Supreme Court on the issue of Muslim practices of polygamy, triple talaq (talaq-e-bidat) and ‘nikah halala’ (a practice where divorced women, in case they want to go back to their husbands, have to consummate a 2nd marriage).According to this source, there was a consensus among all the senior ministers present to look at the contentious issue through the prism of gender rights.PTI
Muslims against abolition of triple talaq
http://timesofindia.indiatimes.com/city/hyderabad/Muslims-against-abolition-of-triple-talaq/articleshow/54386770.cms
Hyderabad: At a time when the fierce debate over unilateral talaq, popularly known as oral triple talaq (OTT), continues across the country, religious figures in the city are gearing up to oppose any move which could bring about a Uniform Civil Code (UCC).Seerat-un-Nabi Academy (SNA), a religious organisation which had sought a fatwa earlier this year from city-based Islamic seminary Jamia Nizamia on the "Bharat Mata ki Jai" slogan, is organising a public meeting at the Khilwat Grounds next week.Office bearers of the SNA on Saturday asserted that the Muslim community will not accept UCC in any shape or form. This, they claimed, would be an interference in the Muslim Personal Law."Interference in personal laws is uncalled for. Any organ which tries to do this should be opposed," said SNA president of the Syed Ghulam Samdani Ali Quadri. "We are calling the public meeting Tahaffuz-e-Shariat (Sharia Protection) Conference," he added. Touching upon the issue of OTT, he said that like All India Muslim Personal Law Board (AIMPLB) and the Jamiat-e-Ulama-e-Hind, his organisation too has impleaded in the case which finds itself in the Supreme Court. Batting for the provision of divorce, the organisation believes that the issue is a matter concerning only the community."Those who have a problem (with OTT) should have sought clarification from the scholars. Perhaps a solution could have been arrived at," he said. Doing away with OTT is a step towards UCC, he claimed. Why there is no sharia criminal code. All Muslim criminals should be punished as per sharia law.Plans are also afoot to involve Muslim clerics of various denominations and schools of thought to organise a deliberation on the issue. "Work is in progress to organise a sharia council meeting where such issues will be discussed," he said.TOI
Islamic banking is here, thanks to Maharashtra BJP minister Subhash Deshmukh
http://www.dnaindia.com/india/report-islamic-banking-is-here-thanks-to-bjp-minister-subhash-deshmukh-2256100
Mumbai: In a first in the mainstream banking sector in Maharashtra, a cooperative bank controlled by BJP leader and state cooperation minister Subhash Deshmukh has launched Sharia-compliant Islamic banking. Here, interest-free deposits will be accepted from both Muslims and non-Muslims and distributed largely to the needy from the minority community at zero rates of interest to ensure their financial inclusion. So far, the Lokmangal Cooperative Bank Ltd, controlled by Deshmukh, has distributed Rs 2.50 lakh to poor Muslims through the route. The minister will now call on other banks and financial institutions in Maharashtra to follow suit and adopt this model, which is also referred to as "participatory banking"."Under Islamic banking policy, depositors are not paid interest. Similarly the borrowers too will not be charged any interest for the money lent," Deshmukh, who is the chairman of the bank, told dna. The bank has nine branches, including eight in Solapur and one in Pune, and Deshmukh, a MLA from Solapur (South), said all of them would get a separate counter for such Islamic, interest-free deposits and loans.Deshmukh added that during the inauguration of a branch of his bank at Barshi in Solapur this week, he was called upon to adopt the model, after which he announced it. Two persons, including a Hindu, then contributed Rs 1 lakh and Rs 50,000 as interest-free deposits."I then said that by evening, this money will be distributed free of interest, based on their recommendations," he said, adding that the money was given to 12 needy people. "We will see if the RBI or Govt of India come out with rules in this regard... we will have to take some nominal service charge (from borrowers) for (administrative costs like) staff, electricity bills and stationery," said Deshmukh, adding that even if they were not allowed to charge this nominal service fee, they would continue giving out interest-free loans."We have received Rs 2.50 lakh deposits under this. I can claim that this is the first instance in Maharashtra," said Deshmukh, adding that the money was distributed to 18 people, who were needy from the Muslim community. Some of these disbursements were made on Saturday, which was also PM Narendra Modi's birthday."We will give most loans to (poor from the) Muslim community... It is Modi saheb's dream. Muslim community is poor and must be economically uplifted,"he noted.Deshmukh said that depositors, however, will not be able to withdraw their deposits prematurely as the money will be lent out. He said he would also appeal to other financial institutions to follow suit with this banking model.DNA India

Following a UN Security Council meeting that the Russian mission to the UN called regarding the deadly airstrike, US Ambassador to UN Samantha Power accused Russia of pulling a "stunt" by calling the meeting."Even by Russia's standards tonight's stunt, a stunt replete with moralism and grandstanding, is uniquely cynical and hypocritical,” Power told reporters.Power’s remarks came after the Russian ambassador to UN reportedly condemned the airstrike during closed meeting.Pentagon said coalition aircraft conducted an airstrike south of Deir ez-Zour that was “halted immediately” after Russia informed US-led coalition “that it was possible the personnel and vehicles targeted were part of the Syrian military. In a destroyed building in Syria's Aleppo, neighbours Abu Ahmed and Mohammed Ibrahim desperately rummaged through rubble and debris in search of scraps of plastic to turn into fuel.Residents of the rebel-held eastern districts of the city have struggled to keep their cars running or their electricity on since govt forces first besieged their neighbourhoods this summer."There's no more fuel on the market, no heating oil, no petrol, no gas," said Abu Ahmed, 40. "So we've decided to turn to alternatives," he added, with plastic as the raw material in a dangerous and primitive process of extracting fuel to fire up electricity generators.World Bulletin
