Surya Namaskar, Yoga now become mandatory in Mumbai civic schools including 400 Urdu schools
http://indianexpress.com/article/india/india-news-india/bjps-proposal-passed-surya-namaskar-must-in-bmc-run-schools-2993224/
Mumbai: Brihanmumbai Municipal Corporation (BMC) has passed BJP corporator Samita Kamble’s proposal to make yoga and Surya Namaskar mandatory in civic schools. While the Opposition parties demanded that yoga and Surya Namaskar be made optional, proposal was passed with ruling Shiv Sena corporators voting for it. However, none of the Sena corporators spoke in favour or against the proposal during 2-hour discussion. The decision is likely to affect over 5.4 lakh students who study in nearly 1,230 municipal schools in the city. This includes nearly 400 Urdu-medium schools. Samajwadi Party corporator Rais Shaikh demanded that Surya Namaskar be removed from the proposal altogether. “BJP wants to bring Hindu customs in schools, which is a secular space, and wants to force the students to do things under the pretext of culture. We will take our children out of the school, if necessary, but we won’t let the BJP infiltrate into the minds of young children who should have the freedom to choose their religion and follow its customs,” he said. Describing the BJP’s proposal as a “fascist move”, Congress corporator Mohsin Haider said, “We have nothing against yoga, but why should Surya Namaskar be made mandatory when it can hurt religious sentiments.”MNS’s Sandeep Deshpande said all corporators should practice what they propose.BJP, however, argued that the proposal had no religious connotations and that yoga exercises were done by people across the world. “Surya Namaskar is not a part of religion but just a type of physical exercise,” said BJP’s Dilip Patel. Opposition parties during a heated debate that lasted for around 2 hours yesterday, alleged that BJP was was trying to saffronise education, both in the Centre and the states by introducing such proposals. The notice of motion will now be forwarded to municipal commissioner who will send it to the state govt with his comments. Indian express/HT

$3.5 billion India-France Scorpene submarine deal leak
http://indianexpress.com/article/india/india-news-india/scorpene-submarine-data-leak-indian-navy-dcns-facts-2993755/
New Delhi:‘Australian’ newspaper reported today that over 22,000 pages detailing the combat and performance capabilities of 6 Scorpene-class submarines produced by India in partnership with French company DCNS have been leaked. India had signed a $3.5 billion deal in 2005 to build 6 Scorpene-class submarines, designed by the French company, in Mumbai. Paper report has said the information is sensitive and highly classified. INS Kalvari, first of the Scorpene-class submarines, is expected to be inducted into the Indian Navy later this year.Defence Minister Manohar Parrikar said there has been a hacking and that a clear picture will emerge in the days to come.“I have asked the Navy chief to study the entire issue about what has been leaked, what is there about us and to what extent. It came to my knowledge at about 12 AM. What I understand is there is a hacking. So we will find out all this,” Parrikar told reporters in New Delhi. The data that has been leaked is reported to have details like specifications of the torpedo launch system, speed and condition needed for using the periscope and functioning of the above-water and underwater sensors. According to the report, the data tells the submarine crew where on the boat they can speak safely to avoid detection by the enemy. indian express

Widowhood lowest among Muslims, Hindus have highest share of early marriages: Census

http://timesofindia.indiatimes.com/india/Triple-talaq-effect-5-in-1000-Muslim-women-divorced/articleshow/53834607.cms
Divorce and separation rates are higher among Christians and Buddhists, and lowest among Jains, according to freshly released Census 2011 data. Although separation rates are higher for Hindus than Muslims, divorce is more prevalant among the latter. The share of those who have lost a spouse to death is the highest among Buddhists, followed by Christians. Widowhood rates are much higher among Hindus and Sikhs than Muslims.Muslims have the lowest average life expectancy of all communities and this results in the least number of widowed people, at about 73 per thousand married persons. Among Hindus and Sikhs, the share is about 88 per thousand, while it is higher for Christians (97) and Buddhists (100).  Among those who have attained the marriageable age, that is, 21 years for men and 18 years for women, Hindus have the lowest share, at 16% unmarried men and just 10% unmarried women. This indicates a very high drive towards early marriage, with many tying the knot before attaining the legal marriage age. Christians have the highest rate of unmarried persons of marriageable age, at 21% among men and 18% among women. But across all communities, a smaller share of women are still unmarried after the legal age than men, indicating the relentless pressure on women to get married. Times of india
Triple talaq violates Article 21, claims a Muslim woman in her petition to SC
http://timesofindia.indiatimes.com/india/Triple-talaq-violates-Article-21-woman-tells-SC/articleshow/53835909.cms
New Delhi:Can an arbitrary and unilateral divorce through triple talaq deprive the wife of her rights in the matrimonial home and custody of her children, a Muslim woman asked in her petition before the Supreme Court on Tuesday while challenging the constitutional validity of the process to end a marriage. The court agreed to hear on Friday the writ petition filed by Ishrat Jahan from Howrah through advocate VK Biju, who mentioned it before a bench of Justices AR Dave and L Nageswara Rao. After the court suo motu started examining the effect of triple talaq on Muslim women's rights, triple talaq victims Shayara Banu and another woman, besides Muslim women organizations, questioned the validity of the personal law practice. Significantly, All India Muslim Personal Law Board (AIMPLB) defended triple talaq and said the court had no jurisdiction to decide its validity. In her petition,Jahan sought a declaration from the court that Section 2 of Muslim Personal Law (Shariat) Application Act, 1937 was unconstitutional as it violated fundamental rights guaranteed under Articles 14 (equality), 15 (nondiscrimination), 21 (life) and 25 (religion) of the Constitution "in so far as it seeks to recognise and validate talaq-e-bidat (triple talaq) as a valid form of divorce". This is the question also raised by Uttarakhand based Shayara Banu and another Muslim woman, and Rashtrawadi Muslim Mahila Sangh through its president Farah Faiz. All India Muslim Personal Law Board and Jamiat-e-Ulema had defended triple talaq and said it was part of Quran-dictated personal law which was beyond the ambit of judicial scrutiny. timesofindia
Rohith Vemula was not a Dalit: HRD Ministry probe panel
http://indianexpress.com/article/india/india-news-india/rohith-vermula-suicide-rohith-was-not-a-dalit-probe-panel-set-up-by-hrd-2993324/
New Delhi: The one-man judicial commission, set up by the Ministry of HRD to probe the circumstances leading to Rohith Vemula’s suicide at the Hyderabad Central University (HCU) in January this year, has said that 26-year-old research scholar did not belong to the Scheduled Caste (SC) community. Ex-Allahabad High Court judge AK Roopanwal, who was appointed by the then HRD Minister Smriti Irani, is learnt to have submitted his report to UGC in the first week of August, UGC sources said. Report’s observation that Vemula wasn’t a Dalit is significant against the backdrop of the controversy fuelled by Union Ministers Sushma Swaraj and Thaawarchand Gehlot, who had questioned the student’s caste identity. Both Swaraj and Gehlot had said that Vemula belonged to Vaddera community — a caste which falls under OBC category — and that his suicide was being projected as an issue of caste discrimination to fuel tempers. The establishment of Vemula’s caste status is important because Union Minister Bandaru Dattatreya and HCU V-C Appa Rao were named in an FIR lodged by police under the SC/ST Atrocities(Prevention) Act for abetting his suicide. Rohith Vemula’s brother Raja, however, rejected the observation of the judicial commission. “We lived like Dalits. We were raised in a Dalit community. Yes, my father was from a backward class, but whatever we know is from our experience of living like a Dalit. We have been discriminated against all our lives. Rohith referred to this in his letter too.”Incidentally, Justice Roopanwal’s observation is at odds with the report submitted by Guntur Collector Kantilal Dande to National Commission for Scheduled Castes (NCSC). PL Punia, head of NCSC, said: “Collector is the final authority in this matter. He has already submitted a report that Vemula was a Dalit. All records and investigations proved he was a Dalit. What was the need for this new committee? I don’t know what this new report is all about.”“BJP govt and its ministers have been trying to prove since the beginning that he was not a Dalit. Obviously, they want to favour their minister who is facing FIR. There can’t be a bigger example of anti-Dalit mentality by this govt. It’s a conspiracy against Dalits.”indianexpress

Rajkot: A clash took place at Mandal village in Gujarat’s Amreli district Tuesday over the carcass of a cow. Seven persons were booked for assaulting two Dalits who had allegedly refused to dispose of the carcass, while seven Dalits too were booked for rioting and assault. “A stray cow died near a Dalit locality. The Dalits approached sarpanch Atabhai Nakum who, in turn, requested two Dalits, Nagji Rathod and Maya Rathod, to dispose of the carcass. They refused saying they had stopped doing such work,” said Bhagwan Bharwad, DySP (SC, ST cell).“Eventually, when the sarpanch and six others went to the spot to load the carcass in a rickshaw, the Dalits picked a quarrel over the delay, leading to the clash,” DySP said.Based on a complaint by Nagji, police booked sarpanch Nakum and six others for assault, criminal intimidation and subjecting members of Scheduled Caste to atrocities. indianexpress

http://indianexpress.com/article/india/india-news-india/for-muslim-applicants-animal-welfare-cards-do-not-mean-gau-raksha-alone-2993089/
Mumbai:Of the over 2,300 applications received by Maharashtra’s animal husbandry dep.for the non-salaried post of animal welfare officers, 25 are Muslim. If this seems ironic, there is a reason. Most of the applications — as Indian Express reported— are ostensibly to track the beef ban but when it comes to Muslim candidates, their forms show that “animal welfare” goes beyond gau raksha. Most of them who spoke to the paper said the ID cards will give them better access to govt schemes and medical facilities for animals. At least 4 of these applicants have diplomas in animal husbandry and dairy management, some are private veterinarians, others are engaged in farming or business, and one is the editor of a local newspaper. Says applicant Mujahid B Shaikh of Satara: “My friends and I have been trained to handle snakes and we rehabilitate hyenas and leopards. We constantly require ropeways, and sometimes vehicles urgently. The ID card will help us seek immediate help.”Asked about gau rakshaks applying for the card, he says, “It’s wrong. This honorary card is to help every animal…not to distinguish between cows and other animals.”In Chandrapur, which borders Telangana, Razik Khan, son of a local Congress leader, says the issue of gau raksha needs a larger solution. “How does a poor farmer, struggling to survive, keep his ailing cattle?” says Khan, who hails from Gadchandur.indian express

New Delhi: Yet one more time, a civil society group from India backed by the incumbent Central Govt  is arriving in Kashmir in coming week to “clear the misconception among people of Kashmir that India doesn’t care for them.”“Date has not been fixed yet but one thing has been decided that govt  of India will send a civil society group to Kashmir to assess the situation on ground and instill confidence among people,” the coordinator of this civil society group and Delhi-based social activist Dr MJ Khan told Kashmir based CNS over phone from New Delhi. He said that the decision to send a civil society group to Kashmir was taken during a meeting that was attended by Indian Home Minister Rajnath Singh on Sunday in New Delhi. “We are very much concerned about Kashmir unrest and the most worrying thing all for us is that some media channels are twisting the facts about Kashmir and are hell-bent to create an atmosphere of hatred against people of Kashmir all over India. In fact during the meeting it was decided to identify those news channels and initiate against them. People of Kashmir should know this fact that majority of population support and love them,” Khan said and added that people of Kashmir should meet Home Minister Rajnath Singh during his 2 day Kashmir visit starting from Wednesday and inform him about the situation.Another civil society member Dr Zafar-ul-Islam told CNS that he will not visit Kashmir. “In fact I participated in the meeting presided by Home Minister but I don’t want to become the part of this civil society group,” he said.Former Interlocutor MM Ansari also confirmed that during the meeting it was decided to send a civil society group to Kashmir. NSA Ajit Doval's grip on key desks loosens

New Delhi: PM Narendra Modi has handed foreign secretary S. Jaishankar charge of India’s diplomacy with China and Pakistan, ending near-complete control that NSA AjitDoval held over New Delhi’s 2 toughest relationships. Doval will remain deeply influential and closely involved with key elements of both relationships, especially the border dispute with China and terrorism concerns with Pakistan. But Jaishankar will lead India’s negotiations with both neighbours, including on subjects Doval exclusively dealt with till now, for the first time since he took over as foreign secretary in Jan.2015, senior officials have confirmed to The Telegraph. The shift comes at a time of heightened tensions with both China and Pakistan, and will be implemented through two new mechanisms the Modi govt had agreed on over the past week. Jaishankar has now been authorised to confront Pakistan with India’s concerns over cross-border terrorism in Kashmir, and over slow progress in the trials on the terror attacks in Mumbai in 2008 and Pathankot this January. Doval was till now the sole designated points-person for discussions on terrorism with Pakistan.Other senior officials also cautioned against concluding that Doval had been reduced to a peripheral actor in India’s strategic relationship with China and Pakistan. telegraphindia

Amanatullah Khan,"It has been 5 months since I was appointed chairman of Waqf Board. We conducted an inquiry to examine the status of Waqf properties and learnt that 1,100 bighas of Waqf land was illegally acquired by the DDA.This land consists of 382 properties including 287 burial grounds and 59 mosques. In the 1970 govt gazette, these properties were shown as Waqf properties and they were acquired by DDA subsequently. But properties like mosques and burial grounds cannot be acquired in this manner."  Replying to what action can be taken, Khan said, "On Aug.17, I wrote a letter to the Governor, seeking his intervention in the de-notification of these properties…Waqf Board vigilance is examining all these properties and others as well. Earlier, Congress leaders Haroun Yusuf and Mateen Ahmed had served as Waqf Board chairmen. Why didn’t they examine the acquisitions and how did they allow them? Were they in connivance with the DDA that was under the Congress govt at the Centre at the time? Could this have been done without the knowledge of the revenue department…an inquiry needs to be conducted to examine all these aspects." indian express
