New Delhi/Srinagar: An all-party delegation will visit Srinagar on Sept. 4 in the wake of the recent unrest in Kashmir Valley where 70 people have died in clashes between security forces and protesters after the death of a militant commander last month.The decks appeared to have cleared for a meeting between Kashmiri separatists and the delegation, as the Centre and the J&K govt reached an understanding that such an engagement won’t be discouraged.In Kashmir, curfew was lifted from most parts on Monday -- after 51 consecutive days of lockdown and subsequent clashes in the aftermath of Burhan Wani’s death on July 8.However, offices, schools and business establishments were closed and public transport was off the roads to a bandh called by the separatists. Srinagar:In a village in Handwara, groups of youth could be seen moving from door to door to collect money, rice and other food items from those who could afford to part with these, while another group was doing a “survey” of which households were in need.As Kashmir reeled under 51 days of curfew — it will be lifted Monday — residents of remote Zachaldara village, 80 km north of Srinagar, took it on themselves to provide support to families who were living hand to mouth. “These are hard times and we have to support one another,” said Abdul Gaffar Banday, who leads prayers at a local mosque. “We collected more than 300 quintals of rice from our village, and have distributed around 20 to 25 quintals among the needy so far.” In various places across Kashmir, residents worked out their own ways to try and help their neighbours with supplies.

NDA govt is not in favour of completely withdrawing the use of pellet guns in the Kashmir valley, their use will be regulated instead, at least two senior government officials said on Monday. A 7-member expert committee headed by T.V.S.N Prasad, Joint Secretary, Ministry of Home Affairs (MHA) that was constituted on July 26 to look into the alternatives to pellet guns has been submitted to the Home Secretary.“There will be no blanket ban on the use of pellet guns. At the most, it will be used in rarest of rare cases. We cannot make our security forces a sitting duck,” said a top government official. thehindu

Beijing:China will have "to get involved" if any Indian "plot" disrupts the $46 billion China-Pakistan Economic Corridor (CPEC) in restive Balochistan, an influential Chinese think tank has warned India. PM Narendra Modi's reference to Balochistan in his Independence Day speech is the "latest concern" for China and among its scholars, Hu Shisheng, Director of the Institute of South and Southeast Asian and Oceanian Studies at the China Institute of Contemporary International Relations (CICIR), said.The researcher, at one of China's most powerful think tanks, which is affiliated with the Ministry of State Security, also said India's growing military ties with US and its changed attitude on the disputed South China Sea are ringing alarm bells for China." The latest concern for China is PM Narendra Modi's speech from the Red Fort in which he referred to the issues like Kashmir(Pok) and Balochistan,"Hu said. "It could be regarded as a watershed moment in India's policy towards Pakistan.Why Chinese scholars are concerned is because this is for the first time India has mentioned it," he added.Hu said China fears India may use "anti-govt" elements in Pakistan's restive Balochistan where Beijing is building the $46 billion CPEC -- a key to the success of its ambitious One Road One Belt project. "There is concern that India may take the same approach, which is believed by the Indian side Pakistan is taking, asymmetrically using anti-govt  factors in Pakistan," Hu said on the expansive and leafy campus of CICIR."If this kind of plot causes damage to the CPEC, China will have to get involved," he said, referring to the alleged involvement of India in backing separatists in Balochistan, Gilgit-Baltistan and Pok.The ongoing CPEC will connect China's largest province, Xinjiang, with Pakistan's Gwadar port in Balochistan, hit by rebels and separatists. India has strongly opposed the corridor as it will pass through Gilgit-Baltistan and Pakistan-occupied Kashmir which it claims as its own.Modi's reference to the region, experts say, is a signal to Pakistan that New Delhi could raise tensions in the region as a tit for tat for Pakistan's backing for terrorists in J&K ."This will not help Pakistan to become a normal country. And it will also further disturb India-China relations," Hu pointed out.Hu noted the growing defence cooperation between India and the US was also a worrying factor of China. Doda:J&K Police on Saturday evening arrested a prominent advocate, social activist and human rights defender, Babar-ul-Islam Nehru from Saah Mohallah of Doda district in Chenab valley and booked him under the draconian Public Safety Act. States ruled by the party have come out with tough laws banning its trade. Nagpur:A case has come to light in Chandrapur district where the police are learnt to have let off a group of people in a matter of cow vigilantism even though their involvement is apparent. The incident in question took place on Aug.21, when one Shrinivas Dhyavartiwar(32) and his group allegedly chased two trucks carrying bullocks and tried to intercept it without informing police.Dhyavartiwar reportedly has strong political connections and claims he was recently made a member of the “Hindi Advisory Committee” of the Union Ministry of Home Affairs “on the recommendation of Maharashtra Home Minister Ram Shinde”.According to reports, the group of 10 members, 7 of them travelling from Patanbori (Yavatmal) in Bolero, and 3, including Dhyavartiwar, from Nagpur in a Mercedes, started chasing the 2 trucks from Jam in Wardha district on the Nagpur-Chandrapur road past Aug.21 midnight. Jaipur: Gujarat Dalit agitation leader Jignesh Mevani on Sunday said that Dalits will burn copies of Manu Smriti, the ancient legal text codifying the caste system, outside the Jaipur bench of Rajasthan High Court which has an idol of Manu on its premises.“We have an ultra-liberal Constitution and protecting it is the duty of the courts. But having an idol of Manu on the premises of a High Court speaks volumes about our judiciary as the book stands for patriarchy and casteism,” Mevani said.  “Hence, we will burn copies of the text outside the gates of Jaipur bench of Rajasthan High Court,” said Mevani, who is also the convener of Una Dalit Atyachar Ladat Samiti.Samiti was created following the public flogging of Dalits in Gujarat’s Una for allegedly skinning a dead cow.“Our slogan will be ‘Manu Smriti jalayenge, poora desh hilayenge’ (will burn Manu Smriti, and shake the nation). Dubai: Bahrain govt, moved by reports of a man carrying his wife’s body on his shoulder for burial in Odisha, has reportedly offered to extend financial help to the grieving family. The Indian embassy in Bahrain is, however, yet to receive an official confirmation from the office of Bahrain’s PM Prince Khalifa bin Salman Al Khalifa about the amount.“Bahraini PM responded to media reports on the incident and has made an offer for humanitarian assistance. Union minister of state for culture Mahesh Sharma said that female tourists coming to India should not wear skirts while replying to media queries.Replying to questions on the safety of tourists in Agra, a big draw for those who travel to India to see Taj Mahal, he said India was a country of different cultures and there was a dress code for temples. Mumbai:  Haji Ali Dargaah chairman and managing trustee Abu Sultan Merchant has reiterated that as per Islam, women are not allowed to visit graveyards and that is why the trust had imposed a ban on their entry into the shrine's inner sanctum of the tomb of saint Sayed Peer Haji Ali Shah Bukhari.Haji Ali Dargah Trust had imposed the ban 4 years ago, saying it would be a "grievous sin" to allow women near the tomb."The only thing that women are not allowed is to touch the restricted grave area. The entire shrine is in front of their eyes. Only touching the tomb is not allowed. Besides, women can offer prayers and 'chadar' (shroud)," Merchant told media."Islam prohibits women to go to graveyards and this is also a grave, then, how can they go there? I can show you that it is written in Islam that women cannot go to graveyards. I can also prove it. That is why we are prohibiting them. If they are not agreeing to it, then, what can we do? The parents of a woman can secure this right for their daughter at the time of her marriage if they fear she would be unsafe or mistreated in her in-laws' house in future.... The woman can tell her husband any time in her life that she wants to divorce him for certain reasons. The husband is bound to agree if she wants separation. But the elders of both families are expected to see whether she is of a balanced mind and is not misusing her rights," Noori said from Bareilly.The ruling is based upon the little-known provision of the talaq-e-tafweez, where a husband may delegate to the wife the authority to pronounce talaq. In practical terms, it can work if a prenuptial clause is inserted in the nikahnama or marriage contract.Tafweez agreement, made either before or after the marriage, gives the wife the liberty to divorce herself from her husband under certain specified conditions, such as the husband taking a second wife. Clerics of the Darul Uloom, Deoband (Saharanpur), have also supported the fatwa issued by the Barelvi school. Dhanbad: Jamaat-e-Islami Hind has identified localities with a mixed Hindu-Muslim population in the district where they will work to create unity through religious harmony.The organisation will constitute committees called Sadbhavana Munch in different areas irrespective of caste, religion and language. New Delhi:A girl studying in Class IX was allegedly raped several times in southeast Delhi’s Jamia Nagar area by her 16-year-old schoolmate and his friends. The accused also allegedly made a video of the act and used it to blackmail the girl, police said Sunday.The matter came to light Saturday when the girl informed her parents about the sexual assault. According to the girl’s complaint, one of the accused, a class X student in her school, called her to his home a few days ago. Two of his friends were also present there and they took turns to rape her and also made a video of the incident. They later threatened to make the video public if she told anybody about the assault, according to the complaint.The complaint states that the boys called the girl several times to different locations, where they allegedly raped her and also forced her to have sex with other persons. New Delhi:India is failing to help and protect journalists who are facing violent threats or attacks for their work, an international watchdog agency said Monday, noting a pattern of resistance in investigating crimes targeting reporters. The Committee to Protect Journalists counted 27 journalists killed for their work since 1992, and noted that it was still investigating more than two dozen cases to determine whether those journalists’ deaths were also work-related. New Delhi: Home Ministry wants the Finance Ministry to surrender its powers to monitor NGOs under the Foreign Exchange Management Act (FEMA). A Home Ministry official said the idea is to bring all NGOs which receive foreign contributions under one umbrella for better monitoring and regulation.Currently, there are nearly 100 international NGOs and associations which receive foreign funds through their liaison offices and disburse them to NGOs across India. International donors such as the Ford Foundation, UK’s Dept.for International Development and Canada’s International Development Research Centre are registered under FEMA but not the FCRA, 2010. Home Ministry monitors foreign funds donated to NGOs and organisations through the FCRA.The number of NGOs registered under the FCRA is 33,000 and last year alone the FCRA registration of nearly 10,000 NGOs was cancelled for not following norms.An official explained that many NGOs and foreign donors do not want to register under the FCRA due to its stringent provisions.Union Home Minister Rajnath Singh is expected to take a final view on bringing all NGO monitoring under one roof as it involves another Ministry. thehindu
