State cannot impose a backdoor meat ban; Govt responsible for ensuring access to slaughterhouses: HC gives Adityanath govt 10 days for slaughterhouses plan
https://scroll.in/article/833774/allahabad-high-court-tells-adityanath-the-state-cannot-impose-a-backdoor-meat-ban
Allahabad High Court has told UP Govt that it cannot impose a prohibition on meat under the guise of a crackdown on illegal slaughterhouses, and pointed out that the state is obliged to ensure people have access to legal, healthy meat. Responding to a plea from a meat seller petitioning for his licence to be renewed, a Lucknow bench of the HC passed an order on April 3 saying food choices cannot be treated as “wrong” by the state. The bench of justices Sanjay Harkauli and Amreshwar Pratap Sahi ordered UP govt, under CM Adityanath, to hold a meeting of its high-powered committee on licencing slaughterhouses and meat shops before April 13, as reported by LiveLaw.in.“To provide an immediate check on unlawful activity should be simultaneous with facilitating the carrying of lawful activity, particularly that relating to food, food habits and vending thereof that is undisputedly connected with the right to life and livelihood. Food that is conducive to health cannot be treated as a wrong choice,” said HC. The insistence that the govt was simply cracking down on illegalities also missed another crucial point:In UP, under law, it is state’s responsibility to build and maintain slaughterhouses, and ensure people have access to legal, healthy meat. In many cases illegal meat has thrived only because municipal-run slaughterhouses have failed to do their jobs, and the govt has refused to renew licences of meat shops. The HC’s order reiterates this point, especially after the govt’s counsel said that the state has not issued any direction for prohibition of meat but were simply ensuring illegal slaughterhouses shut down. HC reminded the govt that it cannot just crack down on illegal slaughterhouses while neglecting the job of providing and licensing a legal supply of meat. It also said that the new administration cannot simply blame the previous govt, which some say failed to modernize and legalise slaughterhouses, and thereby effectively ensure a ban on meat. It said, “issue of non-availability of any such facilities for the slaughtering of animals is the major concern that has given rise to this problem. In the absence of any facilities having been provided by the 15 Municipal Corporations, local bodies or Zila Panchayats, such trade or profession may prima facie face complete prohibition and affect the livelihood of those involved in this trade.” “This being on the part of the traders the same also affects public life in general particularly the consumers of such foodstuffs that are not being now made available on account of imposition of stringent policing without making any provision for slaughtering or such facilities that are necessary for the continuance of such trade and business. Thus, it is the private life of an individual that is also affected who may desire to have such foodstuffs as his private choice of consumption” it added. Scroll.in

Syed Zainul Abedin Ali Khan, the diwan of the Ajmer Dargah in Rajasthan, was sacked by his brother Alaudin Alimi after the latter got upset with Khan's statements in support of a ban on beef and triple talaq. Alimi declared his brother a "non-Muslim" and announced himself as the new diwan of the dargah.A few days ago, Khan had called upon all Muslims to give up eating beef and also said that the practice of triple talaq is against Islam. "We (Muslims) should give up eating beef to honour the religious sentiments of our Hindu brethren... My family and I have taken a pledge on this day that we will never have beef for the rest of our lives," Khan had said adding that sale of beef was one of the prominent reasons for communal hatred.Alimi claimed that his family supported his decision to sack Khan and appoint himself as the new diwan of the Khwaja Moinuddin Chisti mausoleum in Ajmer. The post of diwan, a hereditary one that belongs to the heirs of 12th-13th century sufi priest, does not have any control over the shrine's management but receives a monthly remuneration from the management committee appointed by the govt."I am not interested in salary. He (Khan) can have the money. Buy I won't allow him to enter the shrine now. Whatever he has said is blasphemous. I have spoken to muftis (Islamic scholars who interpret Sharia) and we will be issuing a fatwa against him. He is no longer a Muslim...I am the new diwan. I have the support of the entire (Chishti) clan," Alimi said, alleging that Khan was an "apostate because he had spoken in violation of the Islamic law". ibtimes

Beijing: The row between India and China on the visit of the Dalai Lama to Arunachal Pradesh spiraled on Wednesday, with the Chinese foreign ministry asserting that the Tibetan leader’s visit to the State “will escalate dispute in border areas”.Ministry spokesperson Hua Chunying also stressed, in response to a question at her regular briefing that the Dalai Lama’s visit had “severely damaged” India-China ties.“India is keenly aware of the role of the 14th Dalai Lama. Arranging this visit to the disputed areas not only runs counter to India’s commitments on Tibet but will escalate the dispute in border areas,” she said. Tibetan leader’s visit had "severely damaged China's interests and China-India relations", and Beijing would lodge a diplomatic protest. India had acted “obstinately “by green-lighting the visit, despite repeated Chinese protests,'' she said.Rejecting India’s position that the visit was purely religious in nature, Ms. Hua said that no one believed that the Dalai Lama was visiting a “disputed region” for religious reasons alone. thehindu

Brussels :UN secretary-general said that the chemical attack in Idlib, Syria that killed over 100 civilians showed that war crimes in the country are continuing." Horrific events demonstrate unfortunately that war crimes are going on in Syria [and that] international humanitarian law is being violated frequently," Antonio Guterres said in Brussels ahead of a conference on the future of Syria.UN chief added that he was “confident that Security Council will live up to its responsibilities” at its emergency meeting Wednesday.EU foreign policy chief Federica Mogherini also stressed the need for joint action to stop the violence and war in Syria. Representatives from 70 countries and some international organizations gathered in Brussels to discuss the future of Syria."All the evidence I have seen suggests this was the Assad regime who did it in the full knowledge that they were using illegal weapons in a barbaric attack on their own people," said British Foreign Secretary Boris Johnson.
